I actually thought of a few more cuts that I don't think require any reimagining of what the deck could/should be doing. No major shakeup or anything.
- Nim Deathmantle You know I don't like this card, but despite my personal preference I really don't think it belongs here. I know you want to protect your commander, and I know you want to play equipment that add to his power, and I know you can more easily keep 4 mana open in a reactive spellslinger blue deck like this. That said, Neither Trinket Mage nor Trophy Mage can fetch it, and your commander builds up counters and the deathmantle will make them fall off. If you were to stick with a 2 mana equipment I prefer Ring of Evos Isle which will boost your commander over time and can equip and keep the hexproof open for cheaper than the deathmantle. I also like Runechanter's Pike as a cheap way to get potentially lorge. And for a 3 mana artifact you can tutor, Champion's Helm seems like an ideal replacement.
- Fall of the Titans When you haven't gone infinite Fall asks A LOT for the benefit of being an instant. And if you have gone infinite, it only has 2 targets so it might not get you there. Jaya's Immolating Inferno has 3 targets so actually finishes the game if you go infinite, and if your commander has like 5 counters on it will deal a lot more damage. Drown in Dreams is another good one if you go big and game winner if you go infinite, just because you can draw 50 cards, mill one player 100 cards, and finish the other two off with another card you just drew.
- Supplant Form is neat but a single bounce likely doesn't slow your opponent down much, their creature probably isn't that good in your deck, and the bookkeeping thing again with making a token copy of someone else's creature is always annoying irl. So how about another spell that just keeps the engine running smoothly? Vedalken Orrery like the Leyline I recommended before frees you up generally but also helps facilitate day/night switching, but is pretty expensive. If that's an issue, Zaffai, Thunder Conductor is another fun card you could be playing who gets you scry bonuses all the time, Elementals for pretty big spells, and throws around 10 damage for the really big ones!
- Bonders' Enclave I just don't see this triggering reliably. Like it is bad when you are losing, when your commander is small or dead, which could be half the game! Mikokoro, Center of the Sea is like my favorite land, is cheaper to activate, can be done under any circumstances, and you can use it as a political tool to garner goodwill! Alternatively given that your commander loves +1/+1 counters Opal Palace seems like a no brainer and should actually go in here even if you have to cut a Mountain.

Me and a friend made some enchantment/aura decks so I can give some aura advice! Ring of Evos Isle and Hydra's Growth work well on their own and only get better when paired! Estrid's Invocation can give some slight protection to a valuable enchantment. Idyllic Tutor, Enlightened Tutor, and Sterling Grove are good tutors. Noble Hierarch Is just a good bant mana dork!

love the list :) and absolutely love the fact that you take the time to list the individual basic lands! that's some dedication to your aesthetic choices! my wife has a kumena deck as well, and she often completely decimates me. cards on her list, that could do wonders for you, I think, are: Vorel of the Hull Clade, Stonybrook Banneret, Seafloor Oracle, Thada Adel, Acquisitor, Hadana's Climb  Flip, Novijen, Heart of Progress, Ring of Evos Isle, Favor of the Overbeing, Tatyova, Benthic Druid, Give / Take, Bioshift, Sage of Fables, and Icon of Ancestry. I just realized you left that great comment on my Archelos list and I didn't look at your deck yet. I've done it now. This is awesome, I took some more inspiration from here. I really like Groundskeeper, I might add it if I manage to find a slot.
There are two cards I think you might like: Trench Behemoth and Meloku the Clouded Mirror are possible finishers that enable additional land drops once you've out of lands to play.
A card I don't understand here is Ring of Evos Isle. Is it there for giving Yarok hexproof? If so, I think Lightning Greaves and/or Swiftfoot Boots would do a better job at that. I don't think the +1/+1 on Yarok is worth it.

It depends on your meta of course, but watch out for the Eldrazi titans that reshuffle the deck back in. For that use Trickbind or if you can Disallow. A cheaper alternative is Whirlwind Denial.
Folio of Fancies might be a good addition to the deck. It sits around 55 cents. It would help with draw and mill.
Swiftfoot Boots and Lightning Greaves might also be good at protecting the commander, because it will probably be a lightning rod for removal. Since he just sits there, Mask of Avacyn or Ring of Evos Isle could work as well.

Cards also worth considering:
- Impact Tremors - Ping everybody whenever you make a snake
- Stoneforge Masterwork - More snakes -> More power on commander -> More snakes
- Coat of Arms - Make your snakes HUGE
- Altar of Dementia - Turn creatures into mill
- Parallel Lives - Double snake production
- Mana Echoes - Expensive, but makes insane amounts of mana when you make a bunch of snakes
- Opposition - Tap snakes to tap basically anything you don't like
- Vicious Shadows - Tokens DO go to the graveyard when they die, so every snake you lose burns an opponent's life hard
- Path of Discovery - Making a snake lets you explore
- Seshiro the Anointed - Pump your snakes and draw a card whenever they deal damage
- Kaseto, Orochi Archmage - Pay simic to pump your commander and make it unblockable this turn
- Eldrazi Monument - As long as you keep making snakes, your creatures are all indestructible, and as a bonus, flying
- Rancor - Commander has trample and +2 power, and the aura goes back to your hand whenever it dies
- Ring of Kalonia - Commander gets trample, and a +1/+1 counter each turn
- Ring of Evos Isle - Commander gets hexproof at instant speed for 2 mana, and a +1/+1 counter each turn
- Loxodon Warhammer - Commander gets +3 power, trample, and lifelink
- Fireshrieker - Double strike protects commander from blockers (first strike damage) and potentially doubles the amount of card draw, and thus, number of snakes produced
- Thassa's Oracle, Laboratory Maniac, and/or Jace, Wielder of Mysteries - You draw a lot of cards, so you may end up decking yourself. Best to win if that happens rather than lose
You by no means need to add any of these cards to the deck, they're just cards I think you might want to look at.

Inquisitor's Flail stack with double strike. I'm also a fan of Hot Soup mainly because the flavor is hysterical so beating someone with it is completely worth not running something else. Ring of Evos Isle is more protection and helps him grow
