A deck relying upon card draw and turn manipulation; this deck aims to slow down other players with Silent Arbiter and limit the combat damage they can do, while maximizing yours with Inkwell Leviathan + Stormtide Leviathan , however the deck is really built around trying to take additional turns Lighthouse Chronologist, Timestream Navigator, Time Warp, Alrund's Epiphany, Beacon of Tomorrows, Nexus of Fate and Karn's Temporal Sundering are all geared around manipulating turns or taking extra ones, it also has many ways to break the handsize limits and draw huge amounts of cards.

Call to Mind and Pull from the Deep will allow you to pull Time Warp back from the graveyard and cast again, Narset's Reversal can be used to copy Time Warp allowing extra copies, interaction with Call to Mind and Pull from the Deep on Narset's Reversal will further enhance the extra turn possibilities! Once this has been exhausted Mnemonic Deluge can be used to once again trigger Time Warp.

Since Arcanis can tap to draw cards at instant speed liberal use of end step triggers will allow additional card draw Rhystic Study will also allow card draw unless players pay to disallow it when they cast a spell. Triskaidekaphile, Reliquary Tower, Wizard Class, Thought Vessel and Venser's Journal will all work around hand size limits, with The Magic Mirror adding extra card draw on top of no hand size limit. So be sure to make extensive use of end step triggers, considering Enclave Cryptologist can also tap to draw a card to. There are a number of level up creatures in the deck, which can be accelerated with Deepglow Skate especially when Lighthouse Chronologist and/or Archmage Ascension is on the board, Venerated Teacher will again speed up the levelling up of Lighthouse Chronologist and all other level up creatures, Training Grounds will also lower the cost of levelling creatures up to further speed the levelling up.

In short, break the hand size limit, draw as often as you can, and start taking extra turns until you infinite out.

Win Conditions:

There are a number of ways in which the deck can win

Jace, Wielder of Mysteries will help the player win if they have no more cards to draw.

Jace, the Mind Sculptor will exile a players library.

Triskaidekaphile could allow for a win condition if a player is careful with their card draw.

Archmage Ascension + Beacon of Tomorrows can trigger infinite turns.

Grand Architect + Pili-Pala will also generate infinite coloured mana and can combine to draw extra cards or cast a large hand in one turn.
