Zada, Hedron Grinder is one of the most fun commanders to build on a budget, in my opinion. Pure instant and sorcery synergy with a token creature base.

The set up is simple: Drop in monsters, cast buffs on Zada, attack with the horde. Use those cantrips to keep casting low cost spells until you've taken your foes by surprise.
