This super budget build is mono-blue leviathans and clones fed by Jalira's amazing cheat cost effect. Most of our cheap things (cmc 4 or less) have ETB's that can still make them valuable semi late game so we won't ever mind hitting a cheaper card when we roll with Jalira. The clones add a bit of consistency in that you can play them early to steal a Llanowar Elves or play them late to get a Blightsteel Colossus. Being able to copy one of our leviathans is always nice too. The only creature in the deck that you can't copy is Jalira because of the legendary rule.

In true blue fashion we are running a good selection of counterspells to keep people off of Jalira and to keep them from wrathing our army of giants. I've tested this a bit and if I were looking to upgrade the deck I would upgrade the counter spells and ramp first. Our ramp is pretty slim which means we have to hit every land drop. 40 lands makes this pretty likely, but I would still only take 3+ land hands. If you take a 2 land hand you have a pretty good chance to miss your 3rd land and be out of the rest of the game because your deck is too slow.
