This is just a joke deck and is probably pretty bad. Uktabi Kong is of course not a legal card and you have to ask your play group if they agree to let you play it as your commander. Also you can't change the commander to a legal one since this deck wants to create infinte ape tokens with Uktabi Kong and Doubling season/Parallel Lives/Primal Vigor.
