The deck is competitive. Now it's not tier 1 competitive, but it'll win a fair number of games at a competitive table. Where she really shines is the u/x matchup from my experience, as you tend to force their hand in mulliganing for answers.
To address your points:
Uncage - I do want to test this but I think it may be worse than primal command. Best case scenario is X=1 for dreadnought/untapper, but 3 mana tutor is pretty expensive.
Oasis - yep, I will be swapping a forest for that.
Nykthos - I think that cut is fine. It sometimes give you extra mana, but I do agree that colorless is a real drawback.
Rhonas - I'd like to give this a shot as well. My current build has more pump, which these 2 cost fatties work really well with.
Safekeeper - I'm actually testing Savage Summoning instead of safekeeper. Safekeeper is pretty awkward when they try to disrupt you. Savage hopefully leaves people unprepared to answer you. I think if you run safekeeper though, you'll want an untap package of Vitalize, Mobilize, Paradox Engine. Certainly an angle worth exploring.
Fast mana - I actually have gone the opposite direction and cut the fast mana. Not that they were terrible, but they weren't amazing for me and I felt they were worse than lands. Additionally, they're presence was cutting into the pump package, which I felt was reducing the consistency of the deck.
On a side note, JVP is another deck that has that feeling of uncertainty, which I also love to pilot.

I took out Caged Sun, Norwood Priestess, Elvish Piper, and Farsight Mask and brought in Selvala, Heart of the Wilds, Mobilize, Nature's Will, and Awakening, to get some more sweet untap effects into the deck. Aside from Craterhoof Behemoth, there aren't that many creatures worth cheating in with the two creatures, so having a cheaper mana generator is a better use of the slot. I might also put in Rishkar, Peema Renegade for Silhana Starfletcher or another higher mana cost creature.

Blasphemous Act + Wrap in Vigor doesn't work the way you think. Wrap in Vigor regenerates your creatures aka taps them so they wouldn't be able to attack. For this to work the way you want, add Vedalken Orrery to do this the turn before or Mobilize/Vitalize to untap and swing.
Surprised to not see Impact Tremors in here.
Relying on acceleration through Llanowar Elves (aka mana dorks) is risky with so many wipes occurring. Why not cards like Cultivate, Kodama's Reach, Rampant Growth, etc. to get lands on the field, thin your deck, and get a good shuffle?
Goblin Bombardment is great in any deck with expendables.
