If I were to only look at your pending deliveries, I'd make the following changes.

Empress Galina --> Lord of Atlantis

Kumena's Speaker --> Master of the Pearl Trident

Shaper Apprentice --> Realmwalker

Storm Sculptor --> Merfolk Skydiver

Rootwater Diver --> Svyelun of Sea and Sky

Lotus Blossom --> Hadana's Climb  Flip

Afiya Grove --> Utopia Sprawl

Thornwood Falls --> Flooded Grove

Vivid Grove --> Rejuvenating Springs

Littjara Mirrorlake --> Dreamroot Cascade

Quandrix Campus --> Windswept Heath

Battlegrowth --> Barkchannel Pathway  Flip

Once you make some additional updates and clean up your maybe list (I see some cards there that are also in your main board), I'll be happy to take another look! However, some other cards you should consider (that I don't see in either list) are Emperor Mihail II, Murkfiend Liege, Simic Ascendancy, Kindred Discovery, and Guardian Project. A more more expensive card option could be The Ozolith, but I'd wait on that to see if you like how the deck plays after some changes.

Rasaru Thank you for commenting and giving me some advice. I really appreciate this!

For my budget, I would like to include some cards that cost about 10€ each, in total I would say I can afford about 100€ +/-20 (the lesser the better).

After testing the Deck for my own, I agree that my manabase needs some fixes. I ordered some cards to upgrade this a bit (see below).

As I am trying to put as many counters on my board as possible, I feel, that the creatures that do not create tokens like Kumena's Speaker, could be excluded?

I got some pending deliveries. Here are the cards that I bought to upgrade it:

Lord of Atlantis, Master of the Pearl Trident, Snakeskin Veil, Realmwalker, Double Major, Forced Adaptation, Kiora, Master of the Depths, Deeproot Champion, Merfolk Skydiver, Primal Empathy, Vastwood Fortification  Flip, Oversimplify, Tangled Islet, Flooded Grove, Rejuvenating Springs, Utopia Sprawl, Dreamroot Cascade, Talisman of Curiosity, Simic Signet, Hadana's Climb  Flip, Barkchannel Pathway  Flip, Svyelun of Sea and Sky, Windswept Heath

I am not sure what to exclude and what to include.. (fyi I am playing for half a year, Thank you in advance!

Nice deck. I'd probably main-board Realmwalker though. Reason: your deck contains a number of ways to untap your permanents. Having walker means you have a great resource that allows you to top-cast after attacks. And walker is effectively a merfolk itself, so it's got great synergy with the rest of the deck. Speaking of untap-resources, I think Nature's Will is worth considering; especially combined with the ways in which you can make your merfolk unblockable this can prove pretty devastating.

Hello! Not sure if you still work with this deck or have been checking out the newest slivers, but I have other cards to throw out there for consideration.

Realmwalker - Gives knowledge and lets you cast about half your deck from the top.

Nameless Inversion - This is decent removal that still cascades as it is similar to Crib Swap. Just an idea if you wanted more of those... You could cascade right before your turn for the pseudo power nine (or cards below) to make your next turn more explosive than anyone might have expected.

Hello, fellow cat and dog enjoyer. I noticed that you pretty much stuffed every cat or dog in naya colors in that you could find but not a single changeling. While changelings might not be satisfying since they don't look like a cat or a dog, they provide great value because they actually trigger Rin & Seris ability twice generating two tokens instead of just one. They also benefit from both lord effects. Notable examples of changelings are:

Additionally, you seem to have missed (or purposfully no included?) some rather powerful cats and dogs:

Just a few for you to consider. I have a list of all good (in my opinion) cats and dogs in my Rin & Seri list: Rin and Seri

Now, let's be real: Its not the best tribal. So I wouldn't force cat and dogs as hard as you do and also supplement with normal creatures like Mondrak, Glory Dominus or Bloom Tender .

You also do not seem to have a lot of draw options in your deck. Depending on the pod you are playing in, board wipes might be present and can absolutely wreck your game plan. Draw effects help you recover from this. Sadly, Naya is not the best color combination for drawing cards and most of the good draw effects are really expensive. You can see some suggestions for draw effects in my deck list: Rin and Seri

I would highly recommend proxying if your pod allows it. Be careful with draw effect like Camaraderie or Shamanic Revelation. They look good on paper in a token theme but they are "win more" cards in my opinion. If your board got wiped and you draw into those cards, they will not do a thing to help you recover. A wheel effect like Wheel of Misfortune however, will draw you 7 fresh cards to start again.

Lastly, I would recommend getting some tutors in there. Eladamri's Call, Green Sun's Zenith, Natural Order and the like. The best card in your deck by far is Jetmir, Nexus of Revels. He is basically your secret commander. If you can resolve him with 9 creatures on the board, you can devastate your opponents out of the blue. All the more important to be able to find him if you need him.

That's all for now. Have fun!

Personally I'd suggest cutting the angels and the Gideon. As far as additions Branching Evolution Lae'zel, Vlaakith's Champion Realmwalker Eternal Witness are a few things that come to mind
