Cut. Now the Grace Period begins. Assuming what is stated to be true, these would be the final cuts still in the running:

Sultai Charm (I guess the Modes are alright?)

Diabolic Tutor (A second Mastermind's Acquisition ? Hmmm...)

Ghastly Conscription (Maybe this isn't as bad as I thought...)

Villainous Wealth (How was I able to ignore this?)

Cloudform (I guess this is like Gift of Doom ? But suckier?)

Obscuring AEther (Another Morph Mana Support that can even Manifest Itself. Dang...)

Secret Plans (Yeah, give the Morphs, Megamorphs, & Manifests +0/+1 & flip them Face-Up for Card Advantage? BAM!)

1x Wilderness Reclamation (I dunno, I still like Seedborn Muse …)

Zendikar Resurgent (Doubling the Mana Supply, but casting too many "Morphs"? Get a Words of Wind ready for Hell.)

Broodhatch Nantuko (I guess it's good when you have Ezuri, Claw of Progress giving you all those counters? Might be good this way; I don't want just one bug...)

Cabal Executioner (I, mean, we have effects that negate sacing enemy permanents now. Can't we have Destroy Target Creature"? Oh, wait, we have two in these colors, but "Destroy Target nonblack Creature" & Destroying one that's Power 3 of lower is lame. But how good is this guy?)

Dragon's Eye Savants (Morph's answer to Gitaxian Probe , but you pay no life to use it; just reveal a Blue Card.)

Eternal Witness (Wait, how the bloody hell is this lass here?!)

Qarsi Deceiver (A mana Dork for Morph Effects, but one said I should have enough anyway.)

Root Elemental (Playing a card for free is awesome; especially something REALLY good...)

Silent Specter (There are no Morph effects to forcibly make an opponent discard their whole hand. Might as well make due with a flier I guess...)

Temur War Shaman (Manifesting the Top Card? At least the Fight Mechanic is Optional...)

Thought Harvester (NANI?! An Eldrazi Mutilates my Upside Down Stuff?! I just hope I can mill everyone before I mill myself...)

Whisperwood Elemental (Manifesting at each of your End Steps is great. even Saccing them, even if you sac this guy just to have others die, at least we're getting more Manifestoes.)

Cloud Key (Sure, choosing Creatures would be prime here, but what about Enchantments? Artifacts? Instants? Sorceries? They're options as well.)

Cloudstone Curio (This is required to mill the crap of your opponents. But we've enough Draw Engines to the point where Words of Wind is mandatory; at least Thought Harvester doesn't care about card draw stuff though...)

1x Crystal Shard (Strictly WORSE than the Curio as it has a price, & only affects creatures.)

1x Dimir Signet (Is it worth adding in the Signets as well as the Talismans? I'll leave that to you all to decide...)

1x Golgari Signet (See Dimir Signet.)

1x Helm of Awakening (This is the only "Spells cost less to cast" card I could find, but it also benefits the opposition.)

Lightning Greaves (Maybe I should don these awesome greaves again. You agree?)

Scroll of Fate (What more do you want? A free Manifest, & you will always know it's a creature or not, WHY DID I CUT THIS?!)

1x Simic Signet (See Dimir Signet.)

Which deserve the final replacing's? I'm leaving this to you...

Changes:

Propaganda --> Words of Wind - Reason: Words of Wind has more functionality, can help reusing morphs and also blunce some opponents' stuff (can also be detrinental if they have lots of ETB though)
Silent Specter --> Vraska, Relic Seeker - Reason: Although he is a nice flier, I didn't feel the discard effect would be that useful (never got to play it though). But Vraska can get nice blockers on the field, has targeted removal and a win-con if survives.

Velkaarn Yes, Scythe Specter is what I wanted instead of Silent Specter. But I built this with cards actually available for me to purchase. Where I live (Japan), I couldnt find one at the store I buy from. I will get one maybe off of eBay or something and add it. It is more powerful and I like the art better as well. Ill leave it up as a suggestion until I actually get it. For now I like to stick with cards I actually own. Thanks for the upvote.

Nice deck. I would run Leyline of the Void main deck. It is really powerful in both discard and mill decks. Most commander decks have some kind of graveyard interaction which you can then annihilate + it functions really well with Ill-Gotten Gains which then becomes an advantage entirely for you. I would remove Ghirapur Orrery from the deck, which I don't really get? Doesn't it help your opponents a lot, or is there some kind of plan to it?

Also Mind Twist is a Classic and Silent Specter and Shimian Specter could be some nice touches.

@Firebones675 As this deck is already special, I don't want it to be hated because of the infinite combo... which I do run in other decks. Thanks for your trample suggestion ! That added a solid Archetype of Aggression.

@swisigah Odric is a good suggestion... he was on the chopping block for a while. I didn't end up using him becuase I did not feel like he did enough. I already have first strike and deathtouch because of my commander, so really he would only buff flying and vigilance... which are great, but I feel there are not ENOUGH of those effects to fill a card slot to exploit them.

@Rzepkanut I like Ashling, the Extinguisher and Legion Loyalist. Because my field will be teaming with abilities... I rather swing with my army than just Master of Cruelties. I like Silent Specter but i feel Okiba-Gang Shinobi is better as it is much easier to cast.

Fun deck...i think using non legends for commanders makes for more variety in the format. I think with a few exceptions they could all be allowed. Cheers.

If it's not too much "off-theme", you could use Coat of Arms. Also: Mind Twist, Silent Specter, Cabal Coffers, Urborg, Tomb of Yawgmoth, Treasure Cruise, Thoughtseize, Inquisition of Kozilek, Hymn to Tourach, Stupor, Shimian Specter, Nightveil Specter, Hypnotic Specter, Doomsday Specter, Blizzard Specter, Ghastlord of Fugue, Ashiok, Nightmare Weaver, Jin-Gitaxias, Core Augur and Scepter of Fugue.

Although, I knok a lot of my suggestions are not part of the rogue theme. But if you're in the line of making your opponent discard his/her hand, they are quite good.
