Thanks for the suggestion! I worry about Dual Casting, there aren't a lot of creatures in the deck, though I guess I could always enchant a snake! I wouldn't want to enchant Xyris because I like to attack with Xyris to add 3 more cards to my opponents hand so that Sudden Impact or Gaze of Adamaro hurt more. If I attack with Xyris while it's enchanted it will be tapped from combat. I'm thinking about adding Primal Amulet  Flip though

I've been out of the loop for some 20 odd years, but the challenge of putting together a Fog/Burn deck sounds enticing! The "turbo fog" archetype, typically has a card-draw engine in place, and a bunch of fogs to stall out your opponent — as for a burn version, it might make sense to use some direct damage spells that synergize with the extra cards you and your opponents will be holding, due to the draw effect.

Some ideas of cards that play off each other:

DRAW ENGINE: (the card drawing should allow for more consistency, since you'll have more fogs ready for each turn)

Font of Mythos , Howling Mine , Rites of Flourishing

FOGS: (add more fogs, but preferably not "frogs" — they're vulnerable to damage and removal)

Fog , Haze of Pollen , Defend the Hearth , Root Snare , Commencement of Festivities

BURNS: (here's a list of burns that take advantage of the extra cards both you and your opponents will be holding, and punishing the opponent for drawing as well)

Runeflare Trap , Molten Psyche (an interesting burn, since you should have enough artifacts in play, and works with the Runeflare Trap), Spiraling Embers , Sudden Impact , Conflagrate , Fateful Showdown , Gaze of Adamaro

ARTIFACT: (lastly, some artifacts and lands that allow expand your hand size, so you can hit for more with cards like Spiraling Embers and Conflagrate )

Spellbook , Reliquary Tower , Skullcage (another source of damage to punish opponent for holding cards), Elixir of Immortality (so you don't potentially mill yourself)

Those were great suggestions...

The only reason I went with Overwhelm over Overrun is that I generally have a bunch of snakes that entering on my turn, so they have summoning sickness. But I like the idea of Trample better.

Wheel and Deal I originally discounted because I don't get to draw a full hand, but have noticed that really doesn't matter to me so much with this deck. Is now on my list to re-add.

Prosperity is also on the possible list now. I like the idea of others paying for the Minds Aglow, but would be nice to have an extra.

Sudden Impact was on its way out of the deck. Already moved it from active to maybe. The couple times I got it I could always find something better to spend 4 mana on. But the idea of having a 1 version is kinda nice.

Folio of Fancies is probably a no, only because it ends up being a mana sink, and I almost always have a fist full of cards.

Thanks again for the suggestions, I think at least 2 of them are going to make it in. Probably tossing Lhurgoyf and Niv-Mizzet, the Firemind, as too expensive for what they do.

Nice deck. +1 from me. I always like token decks. I would include Overrun for Overwhelm. Normaly you want all of your creatures to attack so convoke doesn't help that much and trample is a nice addition. Maybe even Return of the Wildspeaker because it is so flexible.

Wheel and Deal would be an awesome card for the deck.

And maybe Prosperity as a second Minds Aglow

As you have Sudden Impact on your maybe list... Runeflare Trap should be the better card for this deck

Folio of Fancies could be a second win-option for the deck.

Brash Taunter is pretty much Stuffy Doll in red color.
Peer into the Abyss has some nice interaction with your Price of Knowledge and Kederekt Parasite. Also, Sudden Impact as an instant response.
Breaking Point has similar effect like Browbeat, etc.

I think this is pretty nice themed deck!

Maybe few cards you could think about which I have/have in maybeboard in burn the world:
Aria of Flame - Giving your opponents 10 life might not be a good idea, but I see you run a lot of instant and sorcery spells, so it could be alright?
Lavabrink Floodgates - Nice new card from ToE. 4 cmc mana rock that gives you and can be used as 6 damage aoe.
Flames of the Blood Hand - I totally love this card, even if its very situational and depends on what your playgroup is running, but it just stops anyone who's about to get a tons of life. Skullcrack could work aswell. Its not False Cure, but does its job.
Sudden Impact - Again, more punishment spells! :D
Double Vision - More copied spells? More copied spells!
Tectonic Reformation - Definetly nice cards if you run a lot of basic Mountains.
Jaya Ballard, Task Mage - Good old young Jaya could be a nice addition to Ballard themed deck too :D

Cards Im not really sure about here:
Chandra's Outburst - In my opinion, this is a little bit mana overpriced, just to fetch 6cmc planeswalker :-/

I personally don't like too many one an done effects. Rakdos colors have a lot of trouble with recursion of enchantments and non permanents without warping the deck to support them so I have a few cuts to suggest.

Piranha Marsh hurts you with that tapped land than it will your opponent's one life.

Sands of Time is cute, but since mana burn isn't part of the game any more it might no do very much. Its still probably fine if you only want to hit creatures.

Sudden Impact Is probably not good enough unless your meta is full of guys that draw their whole deck and combo off. Most of those decks win at instant speed anyway so it still doesn't really help. Supernatural Stamina and Undying Evil are equally small without some recursion effect. In a pinch you can add Charmbreaker Devils, Isochron Scepter, or Toshiro Umezawa. If you want to choose who lives and who dies while politiking on a bigger level try Cauldron of Souls.

Some of your enchantments don't do much either Bestial Fury doesn't stop the creature from hitting you while Errantry and Unnatural Hunger pretty much guarantees whatever creature you enchant will only hit you.

Blasphemous Act will usually be more damage for less mana than Chain Reaction. Only because you're running Xantcha, you can probably replace any of your card draw spells with mana acceleration.

There is one more problem I noticed, but it might just be a matter of deckbuilding philosophy. What's your win-con? How do you foresee this deck finishing the game?

Nice idea, let those blue draw decks suffer ;)

Sign in Blood seems to be a perfect fit for that deck, you can target your opponent or dig for your combo pieces.

Burning Inquiry wouldn't be bad either to make your opponent draw.

Toil / Trouble, Runeflare Trap, Sudden Impact and Gaze of Adamaro could speed up the burn.

Other worthy mentions could be:Wheel of Fate, Collective Defiance, Molten Psyche (super sweet if you happen to have 3 artifacts on the board), Incendiary Command, Reforge the Soul, or even Barbed Shocker.
