This is a first attempt at building a mono-blue deck for my girlfriend Lyssa. She is the resident blue player in our pod, and as such deserves a dope mono colored deck since that's a common theme with the four of us. I have multiple mono black, the red player has a mono red, and the green player has a mono green. So the blue player gets her mono blue.

Llawan is a little weird, obviously. Cephalids haven't been used hardly at all since she and her husband (I think?) were printed, so theres not a lot to go with when it comes to tribal synergies. Instead, the deck is going to be based around her ability, and how blue has the weirdest mechanic in changing specifically named color targets in spells and abilities. I literally didn't even know this was a mechanic until a guy named u/Volbe let me know just how dope Llawan sounded in an Underrated Commanders post on r/EDH.
