Love the flavor on this one; well done! Nightshade Assassin seems nice in here; has first strike and get deathtouch from Mari. And her ETB is also pretty cool. I also like King's Assassin; not as good as his Royal counterpart, but still. Termination Facilitator could also be a fun political tool for you. Have fun with the deck!

I'll go ahead and play devil's advocate here and suggest that orzhov humans is a great budget deck archetype that can be both aggressive and controlling at the same time. It also easily supports Grand Abolisher , Kambal, Consul of Allocation , and even Starfield Mystic if you have a critical mass of Oblivion Ring s, Pacifism s, and such. Champion of the Parish is a key card of the deck, as is Thalia's Lieutenant . After that, it depends on what kind of gameplan you want to build around. My take on orzhov humans, Assassination Squadron makes use of tappers like Gideon's Lawkeeper and Minister of Impediments to combo and destroy creatures with assassins like Royal Assassin and Gideon Jura . With access to the legacy card pool and a bigger budget, King's Assassin and Deathbringer Liege could be on the table too. Tribal support like Adaptive Automaton , Metallic Mimic , or Door of Destinies is nice, but it certainly isn't a requirement. (Fun fact: when I built this deck years ago, Lieutenant cost much more than the Door. Funny how things can change so drastically.)
Creating tokens tends to work well in this kind of deck because both human lords can buff and/or be buffed by them. Gather the Townsfolk and Thraben Doomsayer are the usual suspects, and I personally like Mentor of the Meek as a way to keep the hand topped off. If you want to go for a lifegain plan with Kambal at the helm, Vizkopa Guildmage is a budget Sanguine Bond on a stick. While certainly not budget, Serra Ascendant and Westvale Abbey Flip can also work in such a build. Now that I think about it, a lot of soul sisters staples happen to be humans ( Auriok Champion , Martyr of Sands , Ranger of Eos , Soul's Attendant , Soul Warden , Speaker of the Heavens , etc.) Another idea is to focus on maximum destruction and exile. High Priest of Penance is a good way to make opponents think twice about their decisions in combat, and I've been having reasonable success with Mangara of Corondor as a sort of slow O-Ring that happens to trigger the lords. Humans are such a common tribe that there's no end to the number of directions you can steer them in if you really want to.

Queen Marchesa Politics

I have a deck with the same politics and voting theme and I found these to be pretty on theme
Royal Assassin or King's Assassin
Ankle Shanker and Odric, Lunarch Marshal synergize well with all the key words the deck naturally comes with

Choosing a different format would help with feedback. Probably modern or casual? But Intruder Alarm might be a good call. Borrowing 100,000 Arrows helps with draws, Deathbringer Liege may help with destruction, King's Assassin may also work. Just some ideas.

Queen Marchesa: Politics, Aikido, and Control

After thinking about why Ayli, Eternal Pilgrim should have been good, and why she turned out to be less than I had hoped, I started to consider other cards for that spot. The problem was that she was rarely active, she advertised her value before she was able to fulfill her role, and she often just drew hate. She was an efficient deathtouch creature, but those are better when they are less obtrusive, so having a powerful ability that never got used just made her, and hence me, a bigger threat than she actually was. This was counter to the theme of the deck. She was fine, just not great, and despite all indications that she would fit nicely, she was antisynnergistic.
The most obvious alternatives would be other efficient deathtouch creatures. Since that was the role she actually fulfilled, I could easily find other deathtouch creatures to fill it. Rancid Rats actually works pretty well, same CMC, easier to cast, and skulk means that it can usually sneak in to steal The Monarch back if I lose it, or hit for a huge Hatred when I have the opportunity. Not bad. Fetid Imp brings flying, and can gain deathtouch for a . Malakir Familiar brings flying and an extra ability. Flying defense is nice in EDH. Pharika's Chosen, Ruthless Ripper, Typhoid Rats are all very efficient, but don't really bring much more than a Queen Marchesa token, and would potentially not bring enough value to the deck for the card slot. Any of these could probably replace Ayli, Eternal Pilgrim without affecting the performance of the deck, since her actual role only turned out to be a ground deathtouch creature that seemed more threatening than she actually was.
Finally, another direction I could go is assassins. Kiku, Night's Flower, Royal Assassin, and King's Assassin all threaten to kill any attacker, including evasive attackers, but they also threaten utility creatures that tap for value. The ability can be used politically, can be used either outside of combat or when I am not involved in combat, and it is active on the turn after they come into play. This can effectively perform exactly the same function that I hoped Ayli, Eternal Pilgrim would perform, but be active from the start, if slightly more limited in scope. I think the tap to destroy effect on each of these is slightly more powerful than block or be blocked to destroy ability of a deathtouch creature. The tradeoff is dropping a less subtle threat, which Ayli, Eternal Pilgrim also brought with her.
In the end, this is not an essential function, just a duplicate of functions the deck already performs. I can replace Ayli, Eternal Pilgrim with something that performs a similar function, or potentially go a different direction, without really changing deck performance much.

With Royal Assassin, it seems like a shame to not run some tap synergy in there- something in the vein of Gideon's Lawkeeper or Minister of Impediments. There's also King's Assassin for the kitchen table if you want some redundancy there.
The focus on Vraska the Unseen could also make Oath of Ajani and Oath of Nissa possible things to consider.
