The local group I am playing with does Pauper EDH with an Uncommon commander and 99 Commons, so that is how I'm building this. First draft, comments welcome.

Inkfathom Witch has two obvious functions as commander.

The first is to make your creatures do more damage, which will be utilized by choosing weak creatures that are hard to block (fear, intimidate, shadow, flying, etc) and creatures that opponents would prefer not to block (deathtouch, infect).

The second is to weaken your opponents' creatures, either by utilizing its ability when a creature would normally deal more than 4 damage (I would rather get hit by a 4/1 than a 10/10), or by making them vulnerable to more removal effects (ping for 1 damage or -1/-1 until end of turn).
