It seems like your Herald of Secret Streams isn't doing much, because your other cards don't give +1/+1 counters, only +1/+1 as a static/triggered ability.
Your creatures and non-creature spells also look to be at odds: your creatures are very aggro, while it seems the rest of your deck is much more controlling. It might be better to either lean into the aggro side of things and replace your counterspells with unblockable instants, perhaps splashing into green for pump spells and more pumping merfolk; or lean into the control side, and replace things like Shaper Apprentice with Wind Strider and Tempest Caller.

For flying defense, I'd suggest either semi-creature removal in Waterknot or Castaway's Despair. You could also get Merfolk flyers in Wind Strider or Shaper Apprentice. But TBH, there aren't many strong flyers in Standard right now so I don't think that you need flyers or flyer defense. This is why I only have 3 flyers in my Simic Standard Merfolk V 2.0. As an afterthought, you should take Ice Over away because it doesn't tap the enchanted permanent when it ETBs.

Firstly, cut the non-merfolk cards (Soul of the Rapids, Waterknot, Castaway's Despair) and some of the weaker merfolk (Jade Guardian, Shaper Apprentice, Shapers of Nature, Vineshaper Mystic). Replace them with Deeproot Elite, Kumena, Tyrant of Orazca, Merfolk Mistbinder, and Silvergill Adept. Also consider Aquatic Incursion to ensure your merfolk have unblockable, and possibly Seafloor Oracle in place of Herald of Secret Streams.

I playtested this against Stompy Whompy Dinos.
Old-Growth Dryads was straight out bad.
It got no buffs, and helped the Dinos Ramp a lot faster.
Shaper Apprentice worked surprisingly well. I haven't seen that many people using it, so good thinking on its inclusion.
Once the 12/12 with Trample Ghalta, Primal Hunger hit the field you had to start blocking with your Merfolk, and losing them, or go down to nought.
I have seen people Mainboard Unsummon to help with that problem.
I don't understand why anybody builds a Merfolk Deck that doesn't include Kumena, Tyrant of Orazca.
Thing is a straight out win condition boss.
Unblockability, draw, or +1/+1 Counters?

Use three or four copies of it.
The argument about wanting games to be over by Turn 4 or 5 just doesn't wash. With so much removal floating around, that ain't gonna happen.

That might give you some ideas on how to shape your build a bit better.

For 1-drops, I think Mist-cloaked Herald is best. If we wanted another, which I say we may, Kumena's Speaker might be our best bet.
For 2-drops, River Sneak might be best, I agree. If we wanted a backup, maybe Shaper Apprentice to get flying in the mix? Never know when we'd need a flying blocker...Silvergill Adept is good though no doubt...
Wow, 3-drop is tough... Kopala, Warden of Waves gives us so much value in terms of protection... but Kumena, Tyrant of Orazca is big enough to survive most removal himself (but also, he isnt good by himself y'know?). And then, too, Deeproot Waters should be considered I think... Ugh haha
Seafloor Oracle is money. Cannot cut. It would be a crime. Herald of Secret Streams is good, I will not try to denounce that, but it feels 'win-more' when compared to Oracle, and we don't want to have more than 1 4-drop I feel, what about you?
Admiral's Order is money, also, with the aggro we're building, cannot be cut I think.
