They have power over science so that they're able to artificially tailor any diseases they want to so that they can safely 'depopulate' as they wish.
They run the game as we know it (or don't). Sometimes, when a threat is deemed disadvantageous to ignore, we send an assassin after it. It helps to save stragglers of the masses from an otherwise slow and painful death. I believe one among them is Daud... or Corvo, one of those men.

You can see I have put a lot of thought into the thematic construction of the deck (sorry about the pages long descriptions!! I just had to). It was one of the most fun parts of making it.
It's an interesting design on a supposed 'conspiracy theory'. Hope you don't think I am crazy, and I hope it opened your mind a little. But you may only overcome the 'global elite' if you wake up to it and work to undo the years of preparation, death and misery. Cheers
