Whenever you foretell a card, Dream Devourer gets +2/+0 until end of turn.

Have you considered Dream Devourer ? Foretelling your expensive cards would protect them from opponents who can force discard.

Cool concept! Here are some of my initial thoughts and comments after reading through the list a few times.
I really don't like Blood Speaker . A 4 mana 3/2 vanilla that tutors a demon to hand for 4 mana everytime - if it let you tutor one onto the battlefield it might actually be playable. I would cut all of these.
The main issues I see with the deck are your disruption package. I would add more efficient removal like Lightning Bolt and Fatal Push over a lot of your Go for the Throat s and Terminate s (I'd leave 1 Terminate for Murktide decks). Grim Return doesn't seem super great either.
I'd also include hand disruption in a playset of Inquisition of Kozilek , since I assume Thoughtseize is out of your price range. Discard is just a staple in any black midrange deck like this. While these cards might be a little more expensive than the other cards in the deck, Bolt/Push/Inquisition are all modern staples that can slot into most red/black decks and are unlikely to lose their value anytime soon.
Mark of the Oni is cute, so if you really have fun with it in the deck then of course that's fine, it just doesn't seem very good because the best time to drop it is earlier in the game to survive and you can't really play it early game. The only cheap demons I could find are Dream Devourer and Scourge of the Skyclaves which could slot in if you want to keep Mark of the Oni. Only run Scourge if you are running a playset of bolt though. If you have the money for Scourge I'd definitely get it, although it's pretty expensive.
Since you have Skirsdag High Priest , you probably need some lower costed creatures. While Fetid Imp fits the theme, its really bad. I'd cut it. Honestly something like Dark Confidant would be great here since you can tap it to Skirsdag and it gives you some much needed draw power, but it's really expensive. I can't really think of any other good 1-2 cmc black creatures that fit the hell theme (except asmor but she doesn't count lol), but there are definitely some good ones out there.
Some other devils/demons are Sin Prodder (need that draw engine?), Desecration Demon , which gets really brutal with Archfiend of Depravity, and Doom Whisperer . I'm sad that Master of Cruelties probably doesn't fit here since he's my favorite demon.

forneyt My budget for this deck is higher then I would usually spend because I want it to be able to play in cEDH games (it doesnt have to be a win all the time deck but good enough to sit at the table). However cards over $80-100 each are probably a get if I can thing but a hard sell to spend $ to the wife. As my play group goes, I dont have one. Covid destroyed it. We are just now starting to open back up here in Vegas so I have no idea what I will be walking into at my LGS.
I would love Mana Crypt but I just don't have one and I only have Mana Vault in there for a early commander ramp. The Charcoal Diamond bugs me because of the comes into play tapped and that seems to slow for cEDH.
Possessed Portal is a win con if it resolves. By the time I get that out they should have almost no resources in had if not already hellbent. With my commander out as well they cant even top deck and everything they sac goes to me. The 8 cmc can be rampped as well I can even shave it down to 6 and protect it with Dream Devourer . Vilis, Broker of Blood I just do not personally like. The cmc means I would need to animate him out and I rather do that on more important targets. The card draw I could get from running Necropotence at a much cheaper cmc (still up in the air about that one though). He seems like a large amount of resources to just get returned to hand or countered just like Sheoldred, Whispering One and I rreally like her.
I do like Waste Not probably find a place for it.
So you might have something there. I didnt want to run Chromatic Lantern because of the cmc. Everflowing Chalice I like because it starts at 2 and at any point of the game if I draw it I could put more into it if i had the mana to spare. The Blood Moon situation is problematic so I might just do that, maybe in place of Mana Vault if i decide to drop it all together.
Yes the maybe board is stuff I am considering as well as stuff I have pulled out. I like Gary and still may run him after I get my first 100 settled and tested I will move it around.
Geth's Grimoire may be a possibility. However I dont like the idea of giving the other players more answers. I want the hellbent and top decking much sooner then later.
Living Death is a card I may cut, I am not sure yet. I like the idea of all their boards getting sacked and becoming my creatures and I also get my graveyard back. Death Cloud is a win con. Mindslicer is the same kind of thing (with a sac outlet) I get all their permanents. Without a sac outlet I can beat away or hold as blocks. That is why I like this commander so much, "your stuff is my stuff.. Thanks!"
Dark Depths only works with Thespian's Stage . Vesuva enters as a copy so would have the counters on him. Thespian is already in play when copied so no counters. Either way this seems too meme for me :-)
I did notice a big flaw that you pointed out .. I have no sac outlet so Miren, the Moaning Well High Market Phyrexian Tower any of those might be a good add. I like Deserted Temple but it is close to that to expensive area because I dont have one.

Looks like pretty sweet deck!
Some cards I think that could help here aswell:
Vilis, Broker of Blood - a bit mana expensive, but should be totally worth the card draw from life loss.
Doom Whisperer - another big demon just for that could help to filter your library and drain your life at the same time at instant speed.
Dream Devourer - Im still trying to play around this little guy, but so far its not bad to protect some combo pieces to cast them later.
Emergence Zone - In my opinion this is pretty sweet utility land just to give your spels Flash until end of turn, possibly sneaking out Repay in Kind, etc (?).
Marshland Bloodcaster - probably a bit slow without Haste, but should work just well.

I believe you can't activate Dream Devourer 's ability in the first place. Each card in your hand gains a Foretell cost equal to its mana cost minus , notably not its Mana Value (Converted Mana Cost) minus . Living End does not have a mana cost.

Living End will be stuck face-down in exile. It can't be suspended because the Suspend ability only works from the hand, and it can't be cast with foretell because Dream Devourer 's ability gave it a nonexistent/empty foretell cost that can't be paid. If we use an example with a mana cost, like Search for Tomorrow , it can be cast but not suspended.
