MESS1802 on Foretell and Buyback

I have an Edgin, Larcenous Lutenist commander deck that uses Haze of Rage, and I’m unsure how the granted foretell cost reduction interacts with additional costs such as buyback if the original cost doesn’t have 2 or more generic mana.
In the scenario where I used Edgin, Larcenous Lutenist to foretell Haze of Rage, then cast it later and paying the buyback cost, would I need to pay a total of 2 or 3 mana to successfully buyback the spell?
My initial thought would be that since additional costs are applied before cost reductions, I would only need 2 mana, but I’m not completely certain I’m correct.
