Inspired by this deck. I want to give credit where credit is due, so if you like my deck, please go upvote that deck since I wouldn't have built this without it.
The budget version is also pretty sick.
I've been wanting a pirate deck, and now I have one.
I'll probably add more description later. There are a few combos, but the biggest flaw in this deck so far is there are no tutors, and therefore no way to set up the combos.
This makes it especially unlikely that I will ever win with Fanatical Firebrand + Kiki-Jiki, Mirror Breaker + Thornbite Staff .
More likely but still hard to set up are:

Coercive Recruiter + Kiki-Jiki, Mirror Breaker
Coercive Recruiter + Splinter Twin

THERE'S ANOTHER REASON I WANTED TO BUILD THIS DECK
This is no joke. Back when I started playing Magic, I was going to play modern, so I spent months saving up money and buying cards for a Splinter Twin deck. I even got a couple copies of Kiki-Jiki, Mirror Breaker and Thornbite Staff for some casual kitchen table combo jank fun, but in its purest form, it was a viable Budget Twin deck that I was hoping to show off.
On the very day I completed the deck, Splinter Twin was banned!
I've held onto these cards all these years, and I finally get to use them in a deck.
Oh, and by the way, that's when I decided to only play kitchen table and Commander. The only modern decks I still have are 8-Rack and Zombie Hunt. I think I've played them each like twice against my best friend lol.
BUT OF COURSE
The pirates are the main course, and I'd hate to really drift any further from flavortown with this deck.

LET'S TALK ABOUT BUDGET
"Budget" means different things to different people, but some o' these landlubbers be trying to fleece ye for ye booty!
Let's fix that.
Kiki-Jiki, Mirror Breaker be the fleet's shaman, but not a pirate! Cast him to ye sea, and welcome Corsair Captain aboard! You'll miss a combo, but gain a pirate.
If Splinter Twin be taxing, then how about Clone? It's very cheap right now, and even though it will not combo like Splinter Twin, it can still be a little surprise for ye enemies!
DO NOTspend $20+ on Ragavan, Nimble Pilferer! I pulled 'em from a pack, but ye would do well to add Slippery Scoundrel to trigger enchantments like Military Intelligence and Reconnaissance Mission. Some o' ye be DRIVING UP card prices by spending all ye treasure, and to that I say AVAST!
Lands are easy. Mostly, you can just add another Island or Mountain, but also Izzet Boilerworks, Stormcarved Coast, Prismari Campus, even Swiftwater Cliffs. (Depending on your meta though, and how often you play these colors in different decks, it might be worth buying at least a Frostboil Snarl and Sulfur Falls -- in my experience, they always come in untapped when needed -- and you absolutely can't go wrong with Shivan Reef as a reliable source of mana that enters untapped. I run pain lands in most of my decks, even the non-budget ones, because they're so good.)
Tempting Contract basically ramps your mana, so a Fellwar Stone would be ok, I think.
Thornbite Staff -- ME HEARTIES, WHAT?? No. STOP IT! I'd honestl just throw an Aqueous Form. You want your pirates attacking, and that little aura can give a lot of value. The only reason I run staff is for the combo.
Storm the Vault too much? How about Korvold and the Noble Thief? Don't underestimate the value of just one treasure token for a couple turns, followed by the ability to play some opponents' spells. I'd really like to run this card myself.
