When Kitesail Larcenist enters the battlefield, for each player, choose up to one other target artifact or creature that player controls. For as long as Kitesail Larcenist remains on the battlefield, the chosen permanents become Treasure artifacts with "{T}, Sacrifice this artifact: Add one mana of any colour" and lose all other abilities.

I believe this rule is applicable:

”702.26f Continuous effects that affect a phased-out permanent may expire while that permanent is phased out. If so, they will no longer affect that permanent once it’s phased in. In particular, effects with “for as long as” durations that track that permanent (see rule 611.2b) end when that permanent phases out because they can no longer see it.”

The wording there isn’t super clear - but I take this to mean that when Kitesail Larcenist phases out, those chosen permanents stop being treasures, and will remain being non-treasures even when Kitesail Larcenist phases back in.

Alice has a Kitesail Larcenist that's turned at least one other permanent into a Tresure trough its ability.

Alice also has a Teferi's Veil. She attacks her opponent with the Larcenist.

What happens to the Treasure'd permanent when the Larcenist phases out, and then phases back in later on?
