This started as a list I found on the BudgetBrews subreddit that is ultimately based around our newest, bluest Relentless Rats wannabee: Persistent Petitioners

Immediately the problem with these in commander is the inherent weakness of Mill in a multiplayer and 100 card deck format. When in standard we only have to mill up to 60 cards, in EDH we have 300 or more in the way of our path to victory.

So instead we use this weakness to our advantage and turn our own deck into our primary target, we mill ourselves through Dredge effects and our good Advisor friends in order to get ourselves into a good enough position that we can actually win.

Sidisi, Brood Tyrant makes a good shell for this. Whenever we mill a creature we get a Zombie token which can both protect us and act as a body. Importantly however this feeds into our eventual winning strategy. Get an overwhelming amount of tokens onto the battlefield through ridiculous cards like Kessig Cagebreakers , Spider Spawning , and Nantuko Shrine , turn them into advisors with Arcane Adaptation or Xenograft , and then using the second ability on our Persistent Petitioners we can mill everybody for an absurd amount of cards. Or ourselves if we have our Labratory Maniac out.

As time progresses I will gradually tune it to my own playstyle, particularly with some of the fun pieces we have coming in War of the Spark.
