Sphinx of the Chimes Discussion

It could use a couple more lands, and I might be able to swap out for that.... but I need to pick wisely, and don’t want to mess with any of the pairs of cards already in to help w/ Sphinx of the Chimes ability....

This deck absolutely wants Sphinx of the Chimes . Besides: Awesome again!

In no particular order, I've got some suggestions you might have a look at. Some cards are just to round out the deck and give you a little more defensive capability, and others are to fully lean-into the self-mill theme you've got going. In particular, you might want to put in more blink effects so you can tap your Petitioners more than once per turn/round.
Still a super freaking cool concept! It turns what the card was MEANT to do on its head, and makes it that much more potent (it's easier to mill just one person-- yourself-- than it is to try and handle all your opponents at once instead).

This is a really interesting list. I had been working on a Phenax, God of Deception list myself and struggling with card draw, something Damia addresses quite nicely. I have a couple of thoughts about your deck I'd like to share.
Looking at your draw spells, it seems to me that if someone was able to get a board wipe through you would be S.O.L., since most of it relies on either having a lot of Petitioners either on the field or in your hand. If an opponent were to wrath and put you in a position where you had neither it would be difficult for you to recover, other than playing replaying Damia and waiting a rotation. I would personally cut Villainous Wealth for Blue Sun's Zenith , if nothing else.
I would also cut Diabolic Tutor , which I feel is overcosted, and replace it with Secret Salvage on the grounds that it thins your deck considerably, and when you discard to hand (or to fuel Sphinx of the Chimes ) you gain the potential to have all of your Petitioners on the field at once with Bloodbond March .
It may just come down to personal preference, but since you are in green and therefor have access to land-based ramp like Cultivate I would run those over the signets and Fellwar Stone as lands tend to be much more resilient. Another of those "preference" things is that, wherever possible, I strive for recurring effects over one-offs. As such, I would suggest Phyrexian Reclamation instead of Eternal Witness .

I see others offering alt win cons and I can tend to agree that you have options. To that end I would introduce Nantuko Shrine or Duskmantle Guildmage . If you want to go for an extreme idea you can of course also look into the whole Coat of Arms tribal aggro style.
Other powerful draw spells: Sphinx of the Chimes (I mean, where else are you going to play it am I right?).

I've been unhappy with my dimir deck that i have in real life for a long time. Milling is just too common nowadays and not fun anymore. So I just wanted to make a fun gimmick that revolves around Sphinx of the Chimes. Weird, right? Well, that's the idea by having Library of Leng and either Shadowborn Apostles or Relentless Rats, preferably the apostles since they're cheaper, not only in mana cost but in price as well.
The way this works is that you discard 2 Shadowborn Apostles from Sphinx of the Chimes's ability to the top of your deck using Library of Leng. You can then draw 4 cards, 2 of which are the apostles, then repeat this process as many times as you like. You then drop Laboratory Maniac and win. Weird, fun, and a bit of a glass cannon.
The problem is, I'm not sure how else I want to construct this deck. Do I have other stuff in case it gets countered? Do I go for a more control style deck? And if so, how many counter spells are too many? (I usually don't play control, so I'm not the best at balance) And if I do go control, does it go against the casual way?

If anyone has suggestions, I'd be glad to hear them. The thing is, I'd like to keep the deck under $100, maybe $150 if I already have some of the cards on hand. I don't want to go too overboard on the deck.

Hm... way back in Khans block, I got a lone Soulflayer...that stunk.
I don't crack a lot of packs, but I've actually never pulled a mythic rare. Ever. So that's bad in and of itself.
