Preface this deck build: I come from the cEDH community and enjoy playing higher power levels of magic. This deck is not designed to play in casual settings. If you want to play this deck, make sure you communicate to know what power level people are playing. This is not a fun deck to play against. Alright let's get right down to it.

Primer time: Main goal of the deck

Cast Flash with Protean Hulk in hand and assemble 1 of 2 teams of creatures.

First set is Hermit Druid, Thassa's Oracle, Torch Courier, and Wild Cantor. Thassa's Oracle trigger on the stack, sacrifice Torch Courier targeting Hermit Druid. Let Torch Courier resolve. Activate Hermit Druid using Wild Cantor as your mana source your library will end up in your grave and you will win.

The next pile is Torch Courier, Incubation Druid, and Vigean Graftmage. Vigean Graftmage enter with 2 +1/+1 counters and will move 1 over to the Incubation Druid. Sacrifice Torch Courier to give Incubation Druid haste. Tap the druid for 3x blue mana. Use 2 to activate the Graftmage to untap the Druid. Repeat over and over to make unbounded blue mana then filter into red and green. Cast Sarkhan, then cast Lightning Bolt until you win.

Playing the long game: Using Neoform or Eldritch Evolution to grab Vexing Shusher can make quick work of an uncounterable Flash or uncounterable Thassa's Oracle after a failed win attempt. Memory's Journey can return Sidisi's Familiar to bounce an Oracle to try another trigger attempt.
