Cool deck, the name made me laugh!
So here are some suggestions:
why no Wall of Omens?
as Glacial Chasm and Maze of Ith can shut down your whole gameplan you should include some more ways to get rid of them permanently. By now you can only kill them with Spine of Ish Sah or very slowly with Reality Acid (as brago already can't connect when they're on board) or bounce them once with Venser, Shaper Savant or Riftwing Cloudskate. This is why you might include Strip Mine and Tectonic Edge. They're also bf with Sun Titan ;)

I am looking for 3 cards, one of which has gone up preposterously since Ixalan was spoiled.
Since Ixalan has brought us Storm Fleet Arsonist I thought it would be a nice time to build my Blade of Selves Flicker deck, using these four guys as the core creatures. Problem is...you can't buy the Rishadan pirates anywhere that I'm used to looking.
Help a brotha out? I live in Canada, if that's an issue.

I would suggest to put just basics in for the lands in the meantime, start thinking of your mana ratio at least.
I really love the deck so far though, you have covered pretty much every flavorful card I could think up myself. Curse of Opulence feels like it would suit the theme as well.
You do seem to be missing the Rishidan pirates in your list, I find them pretty fitting to the crew:
The first 3 are especially annoying with Deadeye Navigator.

Well what do you want to do with this deck? If you want to do stax I think you need more cards to support locking your opponents down, things like Winter Orb and probably more control elements, counterspells, removal, board wipes. If you are on a budget then you might consider the old pirates Rishadan Footpad and Rishadan Brigand
But if you want to focus on getting value out if Brago and ETB effects then I'd go with more token producers.
It isn't completely clear which kind of game plan you want to go down. I think for either one you won't to go pretty all in on. There are a few cards that kind of seem like just blue/white goodstuff, which is fine but doesn't really support any particular strategy or synergy with Brago.
Either way Strionic Resonator is hard not to put into a Brago deck in my opinion.
As for the mana base it seems fine. 33 Might be slightly low on the land count? I would personally drop Coral Atoll for Azorius Chancery, note that you have to bounce an untapped island for atoll where are chancery is just any land, including a tapped one. I think you could drop a few of the tapped duals for basics if you felt it was slowing you down without impacting your ability to cast things greatly.
Anyway if you tell us a bit more about what you want the deck to do, your game plan, it's easier to offer some advice for recommendations.

Cool deck! I'm guessing Rishadan Footpad represents Grant DaNasty, eh? I've been scheming about how to put the Castlevania III: Dracula's Curse gang together for a deck I've been working on for about a year now... I went with a combination of Harbor Bandit and a playset of Evolving Wilds to help ease any land struggles. Which card here is your Sypha Belnades? That's been a big time head-scratcher for me.

Hi, Emzed, Glad that you liked the deck, and thanks a lot for the advice.
Rather than a meta call, Containment Priest is more of a personal pet card having foiled a good number of Tooth and Nails when the playgroup was more casually. However, apart from hosing Derevi and occasional green tutors and graveyard shenanigans, I'm not sure whether the card is that crucial to my deck performance nowadays. Say If I'm gonna swap out the card, should I swap in some cheap counterspells or not?
Secondly, in my meta, owing to Brago not being the number one threat to eat removal on the spot, Sisay, that is, unless Cursed Totem 'd, I might be reluctant to run both boots. My preference on Swiftfoot Boots is that there were more than one Static Orb from both myself and the Derevi deck, and that I was too eager not to break the parity. But now I agree with you that Lightning Greaves is actually better, and I may try to swap out Static Orb for something not so troublesome to myself, with Derevi's swapped out earlier due to similar reasons.
As for the Palace Jailer, it's the card I've totally overlooked. In my opinion, it might create enough diversion to the beatdown player, I being monarch or not. I'll definitely give it a try, maybe in place of Lavinia of the Tenth or Treachery, due to the steep cost.
In order to give Palace Jailer a try, I'm currently considering replacing Rishadan Footpad, Static Orb, Lavinia of the Tenth with Recruiter of the Guard, Hokori, Dust Drinker, Palace Jailer. Furthermore, there's chance that Treachery may eventually become a Parallax Wave or, more aggressively, a Humility. I'm a fan of the latter one, simple and strong, but again, hard to break. I could use it as a last resort, when Strionic Resonator is not an option, hoping to hose the table long enough to assemble Helm of Obedience + Rest in Peace before death by furious 1/1 vanillas.
At last, I'm always sceptical of the use of Prophetic Prism. As a 2-drop that replace itself, with a meagre activated ability, it is the card that simply not good enough without commander presence. Some possible replacements are listed as follows: Ancestral Knowledge has more or less the same problem, if more mana intensive. Open the Armory might actually be good, being a tutor at least, fetching boots or Spreading Seas when necessary. However, the third possbile target, namely Treachery, is almost impossible to fetch and cast in the same turn, so this usage is niche. Steelshaper's Gift is a cheap, but narrower boot-fetcher. Idyllic Tutor can fetch any enchantment, but the cost is a bit more steep that the capability of fetch-and-cast is not guaranteed.

I would consider Imprisoned in the Moon, but I feel like I've put enough stock into Pacifism -like effects like Stupefying Touch and Pithing Needle while having the likes of Detention Sphere, Reality Acid, Parallax Tide, along with the pirates Rishadan Cutpurse, Rishadan Footpad, and Rishadan Brigand to further that gameplan. In any case, I appreciate your suggestion.
