Just as a clarification the +1/+1 and cost reduction don’t work the way you describe them. A card having both colors will not cause the ability to work twice. Fall of the Gavel will cost 2UW not 1UW. And prismot (assuming you change the wording to alter his color and not just his identity) will only be a 4/5 not a 5/6.

See Nightscape Familiar is basically what you have and only reduces Izzet cards by 1. Creakwood Liege on the other hand makes golgari creatures +2/+2. Now you could reward the ability to something like “costs 1 less for each color it shares with Prismot/prismots identity.” Or something of that nature.

You should run four Nature's Claims in the sideboard any one Bayou in the side to deal with enchantments like Pia's Revolution.

Also, could use four Force of Will and a few islands and plains so you can use counter-magic like Fall of the Gavel.

Hi guys. The deck performed well last night. I went 3 and 1. I would definitely say that card draw would not be a bad idea with this deck. The good thing is that it does have a board presence that most control decks do not but you will be fighting to keep your Banisher Priest alive. The Mana Leak and Dissolve worked really well. Fall of the Gavel proved to be a little expensive but the life gain did help. Clash of Wills was not near as useful as I had hoped. I will possibly be looking to replace it. Jace, Architect of Thought performed wonderfully when I got him on the field, but the deck did well without him too. The hard decisions with this deck are when to cast a creature and when to leave up mana to scare your opponent. I'll keep working on this and will post any updates soon. Alhammarret's Archive looks life it would fit perfectly here. Add in Psychosis Crawler and maybe Words of Worship and you can have a fun, if less infinite, version of the infinite life gain/loss combo (Oloro and Well of Lost Dreams will help). It would also be cheaper than Exquisite Blood, or compliment it.

If you're looking for more tutors, Transmute cards like Brainspoil are good and usually cheap. Diabolic Revelation can tutor for a whole combo, and if you have enough card draw to activate it then Archmage Ascension will turn every draw into a tutor.

If you play mostly multiplayer and not two player, Extort is a very strong mechanic. Pontiff of Blight and Blind Obedience are more good options for this, and both Exsanguinate and Debt to the Deathless can be good finishers - if you're okay with everyone hating you for using them!

Suture Priest can help against tokens and other creature-heavy decks, and Purity against burn and damage combos. If you have trouble getting your own infinite life loss combo going or if others are using lifegain, you could bring them much closer to death with Magister Sphinx, or Repay in Kind if you're prepared.

If you need to make cuts, there are some things that don't seem too necessary for your goals even if they're good cards. Signal Pest and Chasm Skulker in particular don't seem too useful here. Shadowmage Infiltrator and Sire of Stagnation could probably be cut, and Springleaf Drum switched for a mana rock in case of creature wipes. War Report has potential to gain you a lot of life but has no other impact so something with additional or modal effects might be better, like Overrule, Fall of the Gavel, Offering to Asha,Dromar's Charm, and plenty more.

Lastly, you have a few lands that work well with basics, but not many basics. Glacial Fortress and Isolated Chapel seem like they will often come out tapped at least in early game, so I wouldn't buy them if you don't have them already. If you do, they'll still be duals once they untap. Tainted Field seems more risky though, since it might not be able to produce colored mana unless you add more swamps. Your artifact lands function like basics or worse and only seem somewhat useful for Thopter Spy Network. If you cut any of these, you could add in more basics if you want to more in the early game. Otherwise Terramorphic Expanse and Evolving Wilds can find what you need and all of the Zendikar/Tarkir lifegain duals should be good for your deck.

Your deck is very slow for Legacy (no offense). Guildgate is a definite no go, because it enters tapped with no benefits. Budget option would be something like Temple of Enlightenment, less budget but better option would be Hallowed Fountain, and best option but absurdly expensive is Tundra. Fall of the Gavel should probably be nixed for Force of Will. Brainstorm and Ponder are some of the main reasons to play blue, along with counterspells like Counterspell. You're never going to survive long enough to get any of your creatures besides Judge's Familiar and occasionally Daxos of Meletis onto the board: I'd probably drop all of them except a few like Dragonlord Ojutai and maybe, maybe Grand Arbiter Augustin IV. Most U/W decks run control, high efficiency cards like Vendilion Clique, Snapcaster Mage, and Mother of Runes to control the board. Additionally, the biggest reason to play white, alongside Mother of Runes, is Swords to Plowshares. Planeswalker wise, the only real planeswalkers you really want to consider are Jace, the Mind Sculptor and the smaller elspeth.
