Ramp and card draw isn't treated as a theme, its just parts of a deck you need, no matter what build you go. A theme is tokens, blink, tap/untap, counters, planewalkers, voltron, control, etc...
Cut down to 30ish creatures and then you can get idea how much ramp you need depending on the mana curve. Cut these these non-creatures for start:
Everflowing Chalice i've tried it and never liked it
Helm of Possession its better in a aristocrat deck, blue offers much better take control cards
Ashnod's Altar not a deck for this card
Oracle's Vault doesnt seem good, you dont have ways to manipulate top of library
Skullclamp not a deck for this card
Cloud Cover could be good with your meta but seems very limited on when it happens
Growing Rites of Itlimoc Flip tried it and its better when you swarm the board, depends on how quick you can flood the board
Presence of Gond and Squirrel Nest really depends on what creatures you keep. You said you like these to chump block your opponents but in the end of the day, chumping and chumping doesnt really progress the board for you. Much better (and imo more fun) to steal their fatties and kill them with em. That or you you can do some strong plays with the 1/1 token generators.

No, unfortunately it doesn't work that way. If a card mentions a "permanent" or a specific permanent type (creature, enchantment, etc.) without also saying something like "spell" or "card in [a zone]" then it only means a permanent on the battlefield. Cloud Cover doesn't affect permanent spells.

If I have Cloud Cover on the field and cast a permanent from my hand and an opponent counters it, can I return the permanent to my hand, what with it being a permanent being targeted by a spell an opponent controls, per Cloud Cover?
Essentially, does Cloud Cover protect permanents before their casting has resolved?

Odysseus_97: Cloud Cover serves as a double duty in my deck. It protects my key flicker engine from getting targeted or else I get to bounce them back to my hand only to recast it again for value. It has worked great so far and usually redirects attention to the other players. I'm never unhappy to see it at any point in the game. At worst it will eat removal, which is one less removal to worry about.

Interesting build. I haven't considered Arcades as a combo enabler so this is pretty cool. However, I think that your deck is a bit unfocused. It looks like your are caught between beatdown and combo. I'd pick a focus and go hard into that.
Jeskai Barricade, Ghostway, Momentary Blink, Ghostly Flicker, and Champion's Helm are all great additional ways to protect things. Another pet card of mine that I am considering for my Arcades list for protection + value is Cloud Cover.
Mnemonic Wall seems like an auto include in this list.
Doorkeeper is cute but it will never generate enough value to mill someone out in a 4 player 100 card format by itself...

Well the Edric and Tetsuko budget deck did well in one game, but my buddies combo of Cloud Cover, Altar of the Brood and Silent Arbiter and Brago just milled me away endlessly and all my counter spells went away in 5 to 20 cards at a time. I got milled away with 70 Life!! 70!!
I guess I need even more removal and preferably exile target artifact, creature AND enchantment cards just for his deck. He also has 3 infinite combos in the deck. GAH!
I hate his deck so much.

Quick look... no Path to Exile? No Mercy and with all the enchantments, Cloud Cover is the best control/stax card ever. Oh, you think you've got rid of it? I'll just cast it again and get another rip or twelve in. And with Leyline of the Void and Rest in Peace, Helm of Obedience is a must.
