Cloud Cover and Counterspells

If I have Cloud Cover on the field and cast a permanent from my hand and an opponent counters it, can I return the permanent to my hand, what with it being a permanent being targeted by a spell an opponent controls, per Cloud Cover?
Essentially, does Cloud Cover protect permanents before their casting has resolved?

No, unfortunately it doesn't work that way. If a card mentions a "permanent" or a specific permanent type (creature, enchantment, etc.) without also saying something like "spell" or "card in [a zone]" then it only means a permanent on the battlefield. Cloud Cover doesn't affect permanent spells.
