For others seeking an explanation of the answer:
The ability of Altar Golem that sets its power and toughness is a Characteristic-Defining Ability (CDA). CDA's are static abilities that convey information on an objects characteristics that would normally be found elsewhere (in this case power and toughness). CDA's function in all zones.
Relevant Rules:
604.3. Some static abilities are characteristic-defining abilities. A characteristic-defining ability conveys information about an object’s characteristics that would normally be found elsewhere on that object (such as in its mana cost, type line, or power/toughness box) or overrides information found elsewhere on that object. Characteristic-defining abilities function in all zones. They also function outside the game.

If there are 2 creatures on the battlefield, and Altar Golem isn't on the battlefield, is it a 0/0 or a 2/2?

I was toying with the idea of a golem deck built around Gerrard, Weatherlight Hero, a bad tribe in Boros for max jank. I remembered the old Pauper Battered Golem+Banishing Knack combo, and wondered if there were Boros combos. Before I knew it, I realized:
Blightsteel Colossus+Chandra's Ignition
Karn, Silver Golem+Mycosynth Lattice
Ancestral Statue+Mana Echoes+2 golems
Voltaic Construct+Karn, Silver Golem+any 3-mana rock
Apparently, Golems are a combo tribe.

The Sporemound combo needs a third piece to stop the combo to prevent it from drawing the game. Thanks anyways though!
Using that combo with Aphetto Alchemist can provide infinite untaps for artifacts and creatures, which means that a third piece is also necessary to take advantage of that combo. Sorry if it sounds like I'm just disregarding combos randomly, but I don't want to include combos if a specific type of card is required on the field/graveyard/etc. for it to have an effect. Thanks for the suggestions though, keep them coming!
Wouldn't activating Mirror Entity for 0 cause it to die though?
I could see a Solemnity infinite combo hiding out there with just one other card... The search continues lol

Elemental Mastery also works with Altar Golem.
OH here's a really esoteric one: Life and Limb + Sporemound
, and I previously mentioned Illusionist's Bracers + Tidewater Minion
on the forum page also, as mentioned above Aphetto Alchemist also works in that.

I'm going to suggest you change this completely, here it goes! :)
Golems. Big golems. Go golem tribal like Altar Golem, Colossus of Sardia, Platinum Emperion, Phyrexian Colossus, Mage-Ring Responder, Colossus of Akros, etc.
But a weakness is many do not untap...but wait! Artifacts like Magewright's Stone, Voltaic Construct, Thousand-Year Elixir, Clock of Omens, Voltaic Key, etc. do just that. More fun though can be had with Threaten effects that you can use either on opponents' stuff or to untap your own. Interactive decks few!
A fun twist would be to have Bosh, Iron Golem out + Hijack, etc + Liquimetal Coating/Silverskin Armor to fling any of their creatures back into their faces.
And there's lots of fun utility golems to abuse. Ancestral Statue can bounce a big guy who attacked and just recast cheaply due to Rakdos' ability. Solemn Simulacrum is a staple. Beast of Burden takes advantage of token decks. Glass Golem's art looks wicked ;). Precursor Golem can add in some 1-shot draw spells like Crimson Wisps to draw a ton if lucky. Sundering Titan for fun control.
Feldon of the Third Path, Daretti, Scrap Servant, Kurkesh, Onakke Ancient, Slobad, Goblin Tinkerer, Tuktuk the Explorer, and Urabrask the Hidden are all legendaries that play nicely with a theme like this I think.
So keep your burn/damage to activate Rakdos' ability, add some haste enabler like Fervor so your golems can attack upon entering, include fun enchantments like Blood Mist, Flameshadow Conjuring, and Mana Echoes.
