All we know is they have the Mage-Ring Network.
My lore would be that the laylines were tapped into so much that they became weak. That Vyrn is a highly industrialized world, like Kaladesh, but they don't have Aether so they sources the laylines directly.
This weakened the world's magic, causing fractures in the laylines. The Mage-Ring Networks were created as a last-ditch effort to save their world and continue to harness it's dying mana.
Unfortunately, as resources were worn out, war happened, resulting in massive damage to Vyrn's infrastructure. Hence we have cards such as Mage-Ring Responder.
I'd have Vyrn take place decades after the war, having ended by the time Jace was a child. Now that he's in his 30s, the war is over but society never recovered.
Vyrn would be split into factions now: Those who cling to their historic past, those who raid and pillage ruins, those who want Vyrn to Return to Nature, and those who seize this opportunity to create a new monarchy in the wake of the world's collapse.
There wouldn't be so much of a "badguy" as much as a reflection on what happens to a society that collapses from within.

Correct me if I'm wrong, but Vyrn was never actually met, right? Magic: Origins did a little with Mage-Ring Network and similar cards such as Mage-Ring Responder, but no actual set was dedicated to it.
I'd love to see the Network break down, the laylines fray apart, and watch the world descend into chaos as technology runs rampant and magic dies down. Sort of a steampunk-aligned catastrophe.
I'd also love to return to Amonkhet in a few years. It might be best served in a Commander set or in another Coreset, but a return to the desolation would be interesting. Like, use Amonkhet as the basis for black cards if they so another M19 kind of thing.

I just dont see this as a super threatening deck. Grusilda's ability isn't being taken advantage of here. Platinum Angel + Phage the Untouchable, Combat Celebrant + Darksteel Sentinel, Avatar of Woe + Eater of the Dead, or even just as basic as Mage-Ring Responder + Hateflayer. Grusilda is a commander that thrives off of loopholes and creativity.

Thanks for checking the deck out Rzepkanut! We seem to have similar instincts for card choices. I looked at Tyrant's Familiar during the first draft but it relies on having the commander in play. Mage-Ring Responder was more reliable and bypasses the drawback, but I ultimately went with Grimgrin, Corpse-Born. I also considered Kessig Cagebreakers but as you pointed out since the deck doesn't have that many creatures it doesn't make many wolves. I tested Blade of Selves initially too but not many of the cards rely on ETBs, and it only makes a few copies. Which could still be enough for something like Gisela, Blade of Goldnight or Medomai the Ageless or sometimes Elesh Norn, Grand Cenobite. I'll put that back on the radar.

I'm going to suggest you change this completely, here it goes! :)
But a weakness is many do not untap...but wait! Artifacts like Magewright's Stone, Voltaic Construct, Thousand-Year Elixir, Clock of Omens, Voltaic Key, etc. do just that. More fun though can be had with Threaten effects that you can use either on opponents' stuff or to untap your own. Interactive decks few!
And there's lots of fun utility golems to abuse. Ancestral Statue can bounce a big guy who attacked and just recast cheaply due to Rakdos' ability. Solemn Simulacrum is a staple. Beast of Burden takes advantage of token decks. Glass Golem's art looks wicked ;). Precursor Golem can add in some 1-shot draw spells like Crimson Wisps to draw a ton if lucky. Sundering Titan for fun control.
Feldon of the Third Path, Daretti, Scrap Servant, Kurkesh, Onakke Ancient, Slobad, Goblin Tinkerer, Tuktuk the Explorer, and Urabrask the Hidden are all legendaries that play nicely with a theme like this I think.
So keep your burn/damage to activate Rakdos' ability, add some haste enabler like Fervor so your golems can attack upon entering, include fun enchantments like Blood Mist, Flameshadow Conjuring, and Mana Echoes.

There seems to be a critical lack of focus with your deck. On a few test hands I played, I either had a hand full of spells I couldn't cast or couldn't use, or I was flooded out with mana and nothing to spend it on. Here's just a few suggestions I came up with:
Darksteel Ingot is overcosted and not really worth playing unless you are playing Affinity, which you aren't.
Drop Door of Destinies. It doesn't work the way you think it does.
Prophetic Prism is a good mana filter, but you don't really need it with all the other ways you can generate colored mana. It's only useful as a cantrip.
Spidersilk Net Should really be more of a sideboard card. You are already running plenty of other removal options, so there's no need to get fancy with ways to block fliers. I guarantee you will never draw this card when you need it most.
Sunforger is a great card in a red/white Boros deck with a heavy focus on instant speed burn, but in your deck it can only tutor for exactly 4 cards and it costs 8 mana to do so. Consider just running more copies of dispatch and path to exile, rather than relying on sunforger as a tutor, which is only marginally better than something like Ghostfire Blade or Loxodon Warhammer considering your deck type and the converted mana cost. If you are dead set on keeping equipments in your deck, swap it for one of those instead.
You've got a lot of mana acceleration cards like Rampant Growth and Burnished Hart but nothing to really spend it on outside of Creepy Doll and Mage-Ring Responder. Mage-Ring Responder is a good bomb, but it requires you to pay for it every time you use it. Creepy Doll is okay, but a little overcosted for your deck and doesn't serve as a closer or a bomb to end the game.
Let move on to some positives:
Sol Ring is efficient mana generation and counts towards artifact counts for affinity/metalcraft. You don't really need colored mana in your deck for the most part except for when you need to cast an instant or sorcery or you are casting Skyreach Manta or another card with the sunburst mechanic.
Reclusive Artificer is a smart addition for an obviously artifact-dense deck, but you only have a single copy in a 60 card deck. It could potentially be your closer if it did damage to players, but unfortunately it doesn't.
In summary, I would suggest you tighten up your strategy a little bit. Figure out which one of these cards is the strongest - the one that wins you the game most often.
Is it Skyreach Manta? Consider adding more 5-color friendly cards and going for a full sunburst strategy. A good start would be Etched Oracle (one of the best sunburst cards ever printed), Energy Chamber, Clearwater Goblet, or Emblazoned Golem for starters. If you go that route, Alloy Myr and the other artifact mana dorks from Mirrodin will be your best friends.
Is it Mage-Ring Responder or Rusted Relic? Find ways to ramp up your mana production and get them out faster. a 7/7 that can deal 7 damage to a creature on turn 4 is very likely to win you the game if you can consistently pull it off. Try cheating massive artifact creature and other bombs into the field with Tinker, Polymorph, or just outpace your opponent with mana dorks and insane ramp.
Your deck has the trappings of a metalcraft deck, a sunburst deck, and a combo deck with Creepy Doll, you just need to figure out what you want it to be and define your win condition more clearly. Look up a sunburst or metalcraft primer and take some notes on what cards appear frequently, or copy their decklists and use them as a springboard or inspiration for your own unique take on the deck archetype.
