Herald of Secret Streams and Akroma's Memorial should be added to your Wincon category. I also think you need maybe 1 or 2 more ways to give your field evasion to get the win when you can.

In that vein, I think you need more ways to exploit a big field in a single turn with Haste, which also makes your dorks go faster. You have access to Red, but only a couple ways to give Urtet Haste (and both are colorless to boot). Maybe a couple from this list will help: Samut, Tyrant Smasher, Alibou, Ancient Witness, Concordant Crossroads/Mass Hysteria, Hammer of Purphoros/Rhythm of the Wild, Nahiri's Resolve, Uncivil Unrest, and Winged Hive Tyrant.

I appreciate the creativity, and there are certainly a few suggestions I could present. But first, I think it is most important to address your choice of Commander.

Niv-Mizzet Reborn is absolutely not the right Commander for this deck. And I don't mean to say that all 5-color Dragon tribal decks should have The Ur-Dragon at the helm (though, that would be a great choice, just sayin'). My reason is simple: you don't have enough color pair cards on the list for 'Ol Nivvy to be useful. Like, at all. Even as part of the 99.

Now, you could fix that by adding spells such as Terminate, Abrupt Decay, Diabolic Vision, Faeburrow Elder, Render Silent, Anguished Unmaking, etc etc etc... Not to mention that you only have 8 color pair dragons in the deck, and 5 of them are Gruul (meaning, first of all, that the most amount of dragons you could snatch with Niv would be 3 and the chances of doing so are astronomical, and secondly that if you revealed 3 or more dragons by some dumb luck they're more likely to all be Gruul than any other combination, meaning you'd only get to keep one).

The thing is, you'd have to add a helluva lot of cards to make Niv palatable for this deck, and that would mean basically overhauling the entire deck. A much easier task would be to just simply change the commander.

As for general suggestions, I think you can use some Haste enablers. Dragon Tempest, Temur Ascendancy, Dragonlord Kolaghan and Sarkhan Vol come readily to mind, but there are a ton of other choices, such as Rhythm of the Wild, Fires of Yavimaya and Samut, Tyrant Smasher.

As for your question about better low-mana dragons, understand that there really aren't many good ones below MV4. I mean, they're dragons. What do you expect? However, here's a few of the better ones that aren't an arm and a leg:

Again, if you're going for a genuinely low curve dragon deck, you're going to be disappointed. It just really can't be done.

And finally, Lathliss, Dragon Queen is quite upset that she wasn't included.

A nice casual list. If you want to improve reliability, I'd cut white entirely, because as cool as proliferating plainswalkers is, casting spells off of untapped islands is a little stronger, and there are a few cheap green/white plainswalkers that feel right. Alternatively, go down to 1-2 plains to fetch from evolving?

If you really want the walkers, Jace, Cunning Castaway, Jace, Mirror Mage, Jiang Yanggu, Wildcrafter, Kasmina, Enigma Sage, Mu Yanling, Sky Dancer, Narset, Parter of Veils, Samut, Tyrant Smasher or Tamiyo, Collector of Tales are all neat options.

I'd look at Azor's Elocutors for a second win condition if you want it, but its less quiditch themed.

This one is pretty convoluted... Nadir Kraken + Sage of the Falls + Arcane Adaptation + Life and Limb + Samut, Tyrant Smasher + Psychosis Crawler. Play Arcane Adaptation naming Saproling, then with all the cards on the field, draw a card, probably through Sage of the Falls. Psychosis triggers, dealing 1 damage, pay 1 with a creature to Nadir Kraken, put a Tentacle onto the battlefield. Sage of the Falls triggers, drawing a card. Psychosis triggers, dealing 1 damage, pay 1 with the Saproling Tentacle to create another Saproling Tentacle etc... Samut just provides haste so any card works there, although Samut keeps it 2 colors

I think that Felhide Spiritbinder deserves a closer look. There are no ways in the deck to take take advantage of his untap ability besides just attacking. I know this deck wants to make tokens, and this seems like the worst ability that does that, that deal non combat damage with effects, so perhaps something like Furnace of Rath or Dictate of the Twin Gods could be nice instead.

Stalking Vengeance seems to cost to much for the effect on a card that is easily interacted with. For the same mana cost you could run Vicious Shadows. It has the upsides of triggering on all creature deaths and being an enchantment which is harder to interact with than a creature.

Finally, Fires of Yavimaya seems like a cut to me. Purphoros, Bronze-Blooded could be an interesting choice here. It has pretty decent synergy with the decks general plan and grants haste to your bois. Samut, Tyrant Smasher seems a bit better as well.
