Inaction Injunction

Instant

Detain target creature an opponent controls. (Until your opponent’s next turn, that creature can't attack or block and its activated abilities can't be activated.)

Draw a card.

We’re goin’ downtown, pal

There. Fixed the card to make it playable. It’s detain at instant speed and until opponent’s next turn like it should have been.

Make a niche card that can only be played or used to it’s full potential in conjunction with an existing card

I'll pick up a couple more Detention Sphere and pull the Inaction Injunction . Also, I replaced the Millstone & Geralf's Mindcrusher with Wall of Lost Thoughts and Wall of Omens .

Millstone , Inaction Injunction , and Geralf's Mindcrusher are three cards that seem on the weak side here. For the first, maybe something like Sphinx's Tutelage could make the best use of your cantrips for maximum cards milled. It would also make the detain card better, although I think I'd still prefer a more permanent answer like additional Detention Sphere , Darksteel Mutation , or the weaker but thematically consistent Deep Freeze . When it comes to the Mindcrusher, I think he's just too slow to only be milling 5-10 cards while not contributing to the defender gameplan. I'd probably just hard swap him for 3 more Wall of Lost Thoughts , Wall of Omens , or maybe Mnemonic Wall . Also, if you don't mind splashing black, Phenax, God of Deception is a great bomb to supplement Doorkeeper s.

Inaction Injunction , "Detain!"

Shut down a creature and draw a card for only 1 and a blue? It's amazing it doesn't see more plau, though it being a sorcery might have something to do with that.

I think this deck needs some more damaging creatures. You have a lot of cards that detain creatures, and you can pretty well shut down your opponent, but it won't do anything if you can't damage them while they are detained. Really you could just add any card you want that can get off plenty off damage. The other thing you could do is add two more Azor's Elocutors, and just wait out till you have enough filibuster counters. If you were to go this way, I would reccommend adding Pacifism or Claustrophobia, since the other player could play more creatures than you can handle, and this would make it much easier. Some cards that I would take out in exchange for these would be the Inaction Injunction, since it is the same thing as lyev decree, but it doesn't detain as much. Also the New Prahv Guildmage is not very useful because it is a really expensive detain, and all your creatures have flying, so it doesn't do that well. I would also switch out the Azorius Chancery for something like an Azorius Guildgate or a Glacial Fortress, since the Chancery completely limits your second turn. Besides this, I think you have the making of a really good deck, especially with how cheap it is. I think that with just a little tweaking, you can make this pretty good.

I would use Vapor Snag over Unsummon. Also Distortion Strike might be useful. You should add some flashback spells to get more value out of your cards. Faithless Looting, Reckless Charge, Nightbird's Clutches, Desperate Ravings, Think Twice

Other cards to consider Balduvian Rage, Bident of Thassa, Electrolyze, Inaction Injunction, Train of Thought,

Also Kiln Fiend loves double strike so Assault Strobe, Temur Battle Rage
