I have a Noyan Dar deck and it is my absolute favorite. My deck is more of a hard control build (14 counterspells, 7 board wipes, etc), but I think I've still got a couple pieces of advice that could be helpful for the way you've built yours.

First, if it's not too much of a hassle, I'd recommend changing your basic lands to snow-covered basic lands. There are two cards that I have in my deck that have performed really well so far because I have snow lands: Avalanche Caller is a really good way to protect your animated lands from removal and the +4/+4 isn't bad either. Graven Lore is a powerhouse. Scry 5 and draw 3 at instant speed is most excellent.

Some other suggestions:

Clockspinning is a cheap and easy way to repeatedly trigger Noyan Dar. Adding an extra counter to your lands is nice as well.

I don't have this card in my deck since I usually just make 1 land creature VERY big rather than making multiple land creatures, but Energy Arc is another spell similar to some of the "untap all creatures" effects.

+Land Ramp, it's a Land Creature deck after all and even if this outpaces the ability to create creature lands, extra mana good. Mitotic Manipulation Dig and Cheat a land into play Retraced Image cheat a basic Land from your hand into play Terrain Generator cheat a basic Land from your hand into play, Downside is the land needs to be reserved to tap and another 2 colourless available, it's pricey but it's land ramp outside of Green Myriad Landscape cheat a basic Land from your deck into play, the same downside to Terrain Generator

+Mana Ramp, never hurts, plus there are a few high CMC cards in here. Prismatic Lens just another insurance that Noyan Dar, Roil Shaper can come out earlier, added benefit of fixing mana High Tide Double that Island production for a turn, On the fence with this one since it's a Two coloured deck

+Vigilance, Ideally removing the hard decision of A. Attack and limiting mana. or B. Hold open Mana and limit attacks. Plus many of these have low CMC and can be played early before Noyan Dar, Roil Shaper especially in a slow game where you miss your Ramp Always Watching is another Brave the Sands Hold the Gates Serra's Blessing These do have the downsides of being removed from some of your board wipes Heliod, God of the Sun may work around that

+Untap Creatures be it fainting opponents or bursting extra mana, this shit is gangsta, you have Unity of Purpose and To Arms! can always add Call to Glory, Energy Arc, Rally of Wings and Roar of the Kha. these can boost the over speed of the deck. Thoughtweft Gambit has a high CMC but comes with Sleep attached (Didn't see them in the Maybeboard)

-Stragglers There is some fluff in here. 1. -Swiftfoot Boots add another counter or some other form of CMDR protection 2. -there are a few things with awaken where paying extra for the awaken are just silly, ie. pay extra 3 colourless for 3 +1/+1. You could save the mana a cast some extra cantrips. cast 2 for a total of 2 CMC and get 6 +1/+1 counters with Noyan Dar, Roil Shaper 3. -Sorcery speed card draw. there are some good staples but the instant speed with some vigilance of the field will be better 4.-Proliferate. hard to say really, most cards that come with proliferate have higher CMC, unless your getting 5 or more +1/+1 counters from spending 3CMC, using cantrips really do become much more Efficient.

@the_unseen89, I like the idea behind the deck - azorius beats via lands. Though if you're looking to recommend this as a cEDH deck, I'd definitely recommend some more optimization, locks & combos to close out the game.

If the best win you have available is as you say - via a 10/10 inkmoth beats then you may want to look at refining the strategy. Some notable cards you could include: Reset , Call to Glory , Energy Arc , To Arms! ; these would allow you to effectively Time Walk your opponents, provided enough of your lands are animated.

With the aim to win/create a lock/use enough disruption by turn four, you definitely could look at Stasis , I'd recommend that in a cEDH environment you look into Mystic Remora and many other format staples. In the description this list features many links to cEDH decks - by viewing these and the descriptions/primers for cEDH decks you'll likely be able to get a stronger understanding as to the differences in play-style and why your deck would likely not be considered "high-power"

Thanks for the tips and suggestions! I really do like the versatility of Vanish into Memory and will be making that switch for sure. Energy Arc and Herald of Secret Streams seem to be interesting, but I've had several instances in my playgroup where the flying from Abzan Falconer has come in handy on the defense, and the lifegain from Riot Control has kept me alive from minor poking that didn't warrant a removal spell. I may even need to go down my awaken pet cards of Coastal Discovery and Encircling Fissure! Mirrorweave might replace my Cataclysmic Gearhulk or Urza's Ruinous Blast.

As for your deck... it seems sweet! I think I'll even replace my Burnished Hart with a Thaumatic Compass  Flip. Would definitely recommend a Nimbus Maze as an untapped triple land for Kozilek. I also recommend Drownyard Temple just as a recurrable land. Cards like Anticipate and Winds of Rebuke seem to be underpowered as you have other cards in the deck that do their job better. Would recommend Metallurgic Summonings as a less frail Docent of Perfection  Flip or Talrand, Sky Summoner. You do have an amount of tapped duals/utility lands but how has Amulet of Vigor been? Then again everyone's meta is different so I don't know how low and fast your deck needs to be. My deck tries to be as creature light as I can since I'm usually trying to wipe the board, but Nezahal, Primal Tide, Kefnet the Mindful look good with their ways to protect themselves and to draw cards.

First off, love the deck, I've loved noyan dar control ever since I saw it win a couple months ago. I've been trying to build a similar deck (Mother, May I?) but I'm having trouble fine-tuning it, so I figured I could ask you for help? I'm not a control player at heart, so it's no wonder, I even used to hate counterspell and playing on other people's turns haha. Anyway I have some suggestions to make this deck stronger

Like Herald of Secret Streams v Abzan Falconer? Vanish into Memory/Gush v Glimmer of Genius? Vanish can stop attacks, combos, save noyan dar, and gush can save your lands (like kefnet can). Energy Arc v Riot Control? Energy arc is a hidden gem. It can ramp you a bit with enough awakened lands, it can fog, it can fog someone else if you want to bargain, and it can be a combat trick in so many ways.

I want to mention Godhead of Awe and Mirrorweave too. Awe can buff your creatures while controlling others, and mirrorweave is an instant, one-sided sweeper (each other creature becomes a 0/0 elemental). Oh, and View from Above and Tolaria West. Tolaria west can tutor for Inkmoth Nexus/Scavenger Grounds/Pact of Negation, and view from above can pump a land a bunch. Hope this helps!

Awesome deck! +1 for Dawn Charm and Forsake the Worldly.

To make it stronger, consider a hidden gem in UW: Energy Arc! So good. First and foremost, it fogs. It also untaps any number of creatures, so it pairs well with Dismiss into Dream/Willbreaker, can uptap your glorious 5 toughness Sidar Kondo and others for further combat steps, and be political. Have an Arcanis player? Boom, draw three my friend. Have an elfball player? Here's some mana, sir. Have a Derevi player? None for you, you've had enough untapping. It can also help with an alpha swing, as you can save the blocked while ensuring damage. Besides saving your underdog allies, you could also help the dominant player who alpha swing'd you if he has something you want or just to show you are also capable of mercy. Energy Arc is either broken, or I have too much sentiment for it.

Also, I thought I should mention my similar deck, my phelddagrif group hug, to mention another strategy. I built this turbo fog deck to be political, combo-stopping to ensure a healthy game, have tons of ramp/draw for everyone! All the upkeep draw also syngergizes with my secret plan of Approach of the Second Sun, but there's only one wincon because I don't play to win with this deck. Any suggestions for this deck?

A few more: Demonic Tutor, Vampiric Tutor, Spike Weaver...

Also to go with your fog theme... you might consider some fogs that are one way streets so your critters can still hit but they generally cost 2 or 3 mana: Energy Arc, Deep Wood, Encircling Fissure are some examples.
