I want to start a commander variant where your 99 is comprised exclusively of the oldschool-frame cards - for style, nostalgia, and bringing new life to some obscure old goodies.
However, you can use any normal commander without the oldness restriction (to keep the meta diverse since there isn't a huge amount of commander-good legends within oldborder.)

We'll use every set from the beginning, ending with Scourge. (so everything before 8th edition, when the Modern card frame began)

I'ts definitely a bit more casual, when playing against regular, modern powerful decks. I'd love suggestions for this list, and I'm especially looking for more efficient ways to mill and loot. I also need more synergistic win-cons/threats. My budget is under $15 per card, preferably.
