Overall, great tips. I do disagree about the Start Your Engines mechanic though. If you get the right cards it can absolutely win you the game. It isn't enough to turn a bad card good, but it can turn a good card great. (Disclaimer: I did pull The Speed Demon and it might warp my perception.)
Also, the statements "You must Crew your Vehicles prior to Combat, if you are going to attack with them." and "You cannot move to Combat, then Crew your Vehicles, then declare them as attackers." are wrong. Crewing is instant speed and can be done on the beginning of combat step. There is only one beginning of combat trigger in the set and it already auto Crews a vehicle, so it is of little use in this set. But in a format where you can play Citadel Siege alongside vehicles, the Siege trigger might change what you can Crew and how.

This deck has potential, I'm not sure if you're trying to go budget or not but I have a couple of suggestions:
I would get rid of Citadel Siege. And Virtue of Loyalty Your commander does this better than siege and while its not bad its slow for this deck which is the same issue with Virtue since you're already waiting for your 5-6 ish commander. In their stead I would put more advantage cards like Syr Ginger, the Meal Ender and/or Solemn Simulacrum or perhaps Thirst for Knowledge.
If you feel like your setup is fine then you could use some payoff/power cards. You might consider throwing in an Akroma's Will or Insurrection for example or if you get a creature really big you could swing with it then use stuff like Fling

This deck looks quite fun! Icy Manipulator Is basically another crown in the deck if you desire more of that effect. Dismiss into Dream also seems like a fun way to turn your tap effects into "murder mode". Teferi, Who Slows the Sunset also seems quite versatile. Citadel Siege also might be nuts depending on what you're up against. Good luck & happy brewing!

I agree with Sheldon to some extent.
First, it's incorrect to compare Elesh Norn, Mother of Machines's abilities to Panharmonicon and Torpor Orb. It's permanents not creatures.
(Nobody should care about the first ability, Yarok, the Desecrated is the second most popular Sultai commander and has been around forever. It's just extra stuff.)
It's the second ability which is problematic. Assume you play Elesh Norn, Mother of Machines. Not only do your permanents prevent your opponents permanents from triggering, it also prevents your opponents permanents from triggering from their own permanents. This is the first card in all of Magic: The Gathering with this effect.
Here are just some examples, I got from scrolling through the most popular commander Atraxa, Praetors' Voice on EDHREC (I do not own an Atraxa deck.) which would be effected by Elesh Norn:
- Lae'zel, Vlaakith's Champion
- Pir, Imaginative Rascal
- Winding Constrictor
- Astral Cornucopia / Everflowing Chalice
- Contagion Engine / Contagion Clasp
- Doubling Season
- Oath of Teferi / Oath of Nissa / Oath of Jace / etc.
- Felidar Retreat
- Saga Enchantments start at Chapter 0.
- Citadel Siege
- Bojuka Bog
Just thinking about all kinds of interactions which are possible gives me a headache.
Honestly, the Painter's Servant interactions are much easier to understand and that was a card which was banned for the interactions being too much.
If Elesh Norn, Mother of Machines had the errata to "Permanents you control entering the battlefield don't cause abilities of permanents your opponents control to trigger" it would be much more manageable.

Abzan Scales

Hey man, your deck is very similar to my abzan scales deck. I made mine when Khans first dropped and have made small improvements to it but it's still a pretty consistent deck.
For creatures I do run 1 Abzan Battle Priest and 2 Mer-Ek Nightblade. I Appreciate the buffs they give but that's usually after a few turns. Ainok Bond-Kin and Abzan Falconer are also great to have as they come out earlier and give creatures first strike and flying. You already have the falconer of course.
For spells I run Citadel Siege, Brave the Sands, Bioshift, Feat of Resistance, and Solidarity of Heroes. Kin-Tree Invocation is also very nice. Recently I paid two mana to get a 9/9 spirit. For removal I use Hunt the Weak, Naturalize, and Putrefy.
Don't forget about proliferate. You're using Planeswalkers to create tokens which will work, but I always find that Planeswalkers are easily removed. Cards like Courage in Crisis and Grateful Apparition are cards I've been thinking of adding and they might work for you too!

I am surprised that you removed Verity Circle but leaned into the tap mechanic by adding Citadel Siege. Did you find that Verity Circle was not doing enough even with more focus?

Today is payday, so I'm ordering Tireless Tracker, Champion of Lambholt, Kyler, Sigardian Emissary, and Devout Chaplain. Tireless Tracker hurt to buy, but I don't think it's likely to come down in price anytime soon, so I think it was a good investment.
I ordered Beast Whisperer too. Poor elf is going to feel a bit out of place amidst all these humans and angels, but hopefully they'll accept him :P
Harmonize is cheap, so that was a no-brainer as well.
I've also started to think what I can cut and what I can replace.
I will cut: Sidar Kondo of Jamuraa, Kamahl, Fist of Krosa, Cathar's Call, Durable Handicraft, Lunarch Veteran Flip
I will add: Tireless Tracker, Citadel Siege, Parallel Lives, Cathars' Crusade, Beastmaster Ascension
I'm not sure yet where I'll add some of the other cards I just ordered, but I'll have to tinker around with the deck and see where I can replace things to get the most value. I might backtrack on some of this too after next time I play it. Cards like Cathars' Crusade and Beastmaster Ascension might put a mark on me, whereas sometimes those small budget spells can fly a bit more under the radar, such as Durable Handicraft. It doesn't really have a "reputation".
You're amazing though. I feel like you should get some credit as this deck's co-author haha
