if Thunderbreak Regent or another dragon gets tapped by Citadel Siege does that trigger from Thunderbreak Regent happen and do damage?

It does indeed. Citadel Siege's triggered ability is just that, an ability. And since it needs a target, it will trigger Thunderbreak Regent's ability if it or a dragon you control is targeted by the ability.

Yes. Thunderbreak Regent's ability triggers whenever a Dragon you control becomes the target of a spell or ability an opponent controls. Citadel Siege's ability is an ability an opponent controls, and it targets.

The trigger will actually occur as Citadel Siege's ability targets your Dragon, meaning Thunderbreak Regent's ability will be on the stack above Citadel Siege's ability.

At the beginning of combat.

I don't mean to be offensive, but this is one of those cases where everything plays out exactly as written on the cards. Unless I'm missing something to your question here.

As it says, at the beginning of combat on each opponent's turn. The Siege will target your dragon, the Regent's ability will trigger and resolve before the tapping. Then the tapping trigger will resolve.

That's the question you mean to ask.

The combat phase consists of five steps:
Beginning of combat
Declare attackers step
Declare blockers step
Combat damage step
End of combat step

Naturally, the beginning of combat step is at the beginning of the combat phase, before anything else happens. Abilities that trigger at the beginning of combat will happen before anyone declares attackers.
