Love me some Bant angels! My own Bant angels build is right here if you want to see my take on it: Live and Learn

Some stuff that stands out to me:

-It doesn't seem like you play enough creatures or token generators to make an expensive spell like Cathars' Crusade worth it. If you're set on some +1/+1 counters gameplay, Citadel Siege is a CMC cheaper, guarantees you counters each combat phase, and has the option of the Dragons ability in case you need it.

- Belbe's Portal and Quicksilver Amulet are fun ideas, but they seem far too slow in practice, right? It'll be eight mana to finally put a creature into play with them. Seems to me that the deck would flow better if you just replaced those cards with cheap ramp like Nature's Lore and Kodama's Reach , and just hardcast the angels instead.

-In my own experience with Bant angels, the most important things I've needed in games is fast mana ramp and card draw, as otherwise the angels are just too slow and expensive. I have really been enjoying the Signets like Azorius Signet and the Talismans like Talisman of Curiosity . For card draw, Mystic Remora , Sylvan Library , and Bident of Thassa have really done work for me as well!

Defense of the Heart seems like a really powerful choice. I hadn't considered before until I saw it in your deck. How has it performed for you?

Well you don't need the extra Longshot Squad if you have more Abzan Falconer . I think Hardened Scales and Citadel Siege are pretty fun.

Queen Marchesa just oozes flavor, she's such a cool card.

Maybe Citadel Siege could be a fun add? The card could represent the forces in opposition of the queen (long may she reign). If you choose Dragons, you can use Citadel Siege as a political asset on everyone's combat phases: "if you attack someone else with your biggest creature, I'll tap down one of your smaller ones instead!"

Duelist's Heritage is another fun political card if you want to play some more politics at the table. Offer people double strike if they don't send it at you!

In a +1/+1 counter deck, Pir, Imaginative Rascal is a beast of a card. Hangarback Walker can also be a great card for an impending board wipe. Cathars' Crusade although quite high on curve can lead to plenty of shenanigans if it comes on to the battelfield. Citadel Siege also is a great passive enchantment that can go out of hand and both modes can possibly be helpful.

Animation Module - Missed out on that one, great idea

Blade of the Bloodchief - I feel as though it's not gonna be used to its full potential most of the time, since, while Vish Kal likes counters, this deck isn't a counter deck that much.

Citadel Siege - Same reasoning

Walking Ballista - Maybe, but I have reservations about adding it since I can't really see myself ever using the ability to gain more counters, so it'd enter with x counters and id either sac it to Vish, or use it all up to blast someone.

Kalitas, Traitor of Ghet - Already in.

Endless One - Similar reasoning to Ballista

Hangarback Walker - Definitely can see it being useful, though I worry I'll never really cast it for a high enough x to get that much out of it

Hythonia the Cruel - Too expensive really, trying to keep the cmc as low as possible

Karlov of the Ghost Council - Lifegain is just a byproduct of the cards in the deck, I might actually make it less lifegain oriented, so while he can be great removal, I don't think he'd be that useful. Might take a bit more consideration to full decide

Krav, the Unredeemed - Not really sure about him, maybe board for now

Maga, Traitor to Mortals - Would be way to expensive to cast to get a significant amount of life drained, can only see him being played late game to get that final bit of damage in.

Marionette Master - While a great card, I don't have any ways to sacrifice artifacts, so her ability is moot

Mikaeus, the Lunarch - Not a counter deck

Okay, I see now.

If that's the case, then I would start with Sphere of Safety and adding more enchantments to bolster the pillow-fort plan. Blind Obedience , Authority of the Consuls , Darksteel Mutation , Grasp of Fate , Citadel Siege , Prison Term , Curse of Vitality , Martyr's Bond , Gideon's Intervention , Oath of Lieges , Martial Law , are Exclusion Ritual are all good. Norn's Annex is a "yes," from me, dawg. Baird, Steward of Argive , Orzhov Advokist , Peacekeeper , Windborn Muse , and Glacial Chasm , might be decent, as well.

Putting in the other Elspeths and maybe a Gideon or two, along with Arena Rector will help set up your end game for after you wrath. Fumigate would also be a big boon.

You'll probably want to go up to at least 37, if not 38 lands, since it sounds like you don't want to be missing land drops.
