I wanted to dabble in mono-blue, and I've got quite a few of these cards. It's Wizard tribal, and I tried to focus the deck around bouncing, flickering, and returning Wizards to my hand. I tried to build it budget, and I tried to keep the deck still viable in EDH. I think I did a good job, but suggestions are always appreciated!
