Just a flavorful deck for the Azorius Senate. Some cards, like Austere Command and Propaganda, do not explicitly reference the Senate but are included for their general "law and order" flavor and aid to deck functionality. I've played this deck many times with my playgroup, and while I would never take it to a competition, it can squeeze out wins while still feeling very Azorius.

The key is to sit behind Isperia, Supreme Judge, Ghostly Prison, Propaganda, and other defensive spells to keep your opponents from casually attacking you, while also being unassuming enough that they don't try to focus you down. Sit back, play the occasional counterspell, and let your opponents beat each other down before sweeping in for the win. You may feel like you're not doing much, but don't worry; that's just the bureaucracy at work.
