I wouldn't say it's casual but not everything is High level. Would you say Aluren + Mortus Strider + Blasting Station and Basalt Monolith + Mesmeric Orb +Laboratory Maniac are decently viable combo's? Tasigur EDH is my deck. I have a reanimator and combo split. Or should I just drop the reanimator package for more combo consistency

I have a few suggestions:
You are playing one of the best color combination for boardwipes. If things go wrong a well placed Supreme Verdict, Wrath of God, Merciless Eviction, Fumigate, Terminus or Cyclonic Rift can turn the table in your favor or win you the game. Boardwipes are very strong in the EDH format.
35 lands without any mana rocks is quite slow for a deck like this. Maybe you could consider adding some ramp to ensure that your strategy starts pumping before your opponent's. I'm talking about cards like Azorius Signet, Dimir Signet, Orzhov Signet, Sol Ring, Thran Dynamo, Basalt Monolith etc etc.
As for your removal you heavily rely on Pacifism effects. If that's what you absolutely want, go ahead, but if you'd like a bit versatility (sometimes an enchantment or something else might prevent you from gaining life of playing at all), cards like Anguished Unmaking, Counterspell, Mortify, Return to Dust and Utter End could be pretty interesting.
Might have a few cards that comes to mind. I hope any of those cards were inspirational to you :P

So am I! I edited it to show the 48 cards I must include in my deck, barring the maybeboard. I'm trying to build something out of this. Im thinking I can do it three ways.
First and most boring is just to slap in whatever good stuff I own in the corresponding colors and call it a day. That sounds terrible and unfun.
The second option is to build it as a mill deck. I gave people a number of cards that put themselves on the bottom of their library so I thought Tunnel Vision would be fun plus Mindcrank and Duskmantle Guildmage.
I have a smattering of decent cards in the colors but Im not opposed to spend a little bit of money on this. Though it is a budget of about $20 :/

So, I did some searching. Here's what I got to suggest:
Consuming Vapors, Cruel Edict, or Geth's Verdict might be more flavor-friendly for the sacrificing theme, though I know we discussing being able to target specific opponent creatures. Eternal Thirst can turn any creature into a Mortician Beetle. Blood Artist loves when things die. Just a thought.
Have you considered splashing a color? Not more than one, that'd cut too much into the mana ramping things.
There's a couple versions of Sorin that might be good companions for Lilliana, Sorin, Solemn Visitor in particular. He pumps, he makes tokens to attack or sac, and he hates your opponents' dumb creatures. Splash of course.
Now, the big one. There's a bunch of creatures with built-in graveyard abuse to give your Reassembling Skeletons some company. Bloodsoaked Champion and Pit Keeper are wallet-friendly, Nether Traitor is worth the money, and Relentless Dead is way pricey but he's great with some zombie buddies. And if you splash , you've got Possessed Skaab, Mortus Strider, and Prized Amalgam.

Generally with Sultai control you want to just combo off (or so I've found). I don't run a Tasigur, the Golden Fang deck, but I run Damia, Sage of Stone as a combo control shell: Damia Morgendorffer. It might give you some ideas.
The deck is built around Tooth and Nail and infintite mana/draw effects. Realistically there's no reason you can't run a similar build with Tasigur. You can however look into more graveyard based combos. One Tasigur deck I know of runs cards like Aluren, Blasting Station and Mortus Strider to create an infinite damage loop.
But you can look at integrating things like Nim Deathmantle, Ashnod's Altar / Phyrexian Altar and Palinchron / Avenger of Zendikar kind of combos. Graveyard based combos will synergise with your commander slightly more but aren't required.
I hope this gives you a bit of an idea. If you have any more / more specific questions, feel free to ask. I also run a Saffi Eriksdotter combo deck (Just Stay Dead) which uses the same kind of recursion concepts, albeit in white.
