I noticed the colour identity submission on the card Shalai, Voice of Plenty. Notably colour identity field is specifically for things that don't appear in the mana cost nor indicator. Was there a bug perhaps with Shalai?

Fun commanders, I've had them built for a few years now and I have a few suggestions for you. I'll try to keep things budget friendly (besides 1 card) and I'll break it down by category.

Card Draw: Breena, the Demagogue, Cleopatra, Exiled Pharaoh, Starscream, Power Hungry  Flip, Wojek Investigator, Vraska Joins Up, and possibly Sergeant John Benton (I run all these personally).

Defensive: Crackdown may work better than Meekstone here because it's easier for you to get around if you're seeing +1+1 counter effects or 3+ power flyers like Shalai, Voice of Plenty.

The 1 expensive card: Bloodletter of Aclazotz is really really good here.

Not a bad start, but I do have several suggestions to help you get your avg. cmc down. The earlier you can get a goad chain going, the better off you'll be by far with this deck. I'll try to keep things budget friendly and break it down by category. If you're picking up what I'm putting down, I can help suggest some cuts too (but definitely several of your 5+ cmc cards but especially the really expensive 7+ to cast stuff).

Evasive Early Creatures: Bothersome Quasit, Beloved Chaplain, Soltari Foot Soldier, Dryad Sophisticate, Spirit en-Dal, and Mirri, Weatherlight Duelistfoil are all excellent options here.

No Fresh Blockers: Authority of the Consuls and Urabrask the Hidden both prevent your opponents from having new ungoaded creatures to block with. These cards make it almost impossible to get out of being goaded every turn.

Randomness: Shalai, Voice of Plenty is evasive and helps protect you and the rest of your creatures, but most importantly protects Marisi from spot removal. General Marhault Elsdragon makes your opponents not want to block and helps your stuff survive combat if they do. Aragorn, Hornburg Hero is easy to trigger thanks to goad and he will turn your small guys into actual first striking threats. Conclave Evangelist is hilarious here and snowballs out of control fast (all his permanent copies each have myriad and make more copies). Dhalsim, Pliable Pacifist or his universe within version Tadeas, Juniper Ascendant is another draw engine on an evasive body.

The Sixth Doctor is pretty crazy in a Legends matter deck.

Annie Joins Up, Flowering of the White Tree, Rising of the Day, and The Kenriths' Royal Funeral are all good enchantments here.

Kutzil, Malamet Exemplar is a nice way to keep your stuff from getting countered and with Jodah it's a pretty reliable draw engine.

Sigarda, Font of Blessings and Shalai, Voice of Plenty help protect Jodah and Company.

I personally have both a Naya and a Bant Legends matter decks currently built (Rienne, Angel of Rebirth and The Sixth Doctor/Peri Brown respectively) and used to have this Jodah built. The new canopy gargantuan from Tarkir: Dragonstorm can place +1/+1 counters on other creatures, but not on itself, and it is not the only creature that has that restriction, with Lathiel, the Bounteous Dawn being another noteworthy example, and I wonder why those creatures have that restriction; the dragon, at least, is a 7/7 creature with flying and ward 2, but Lathiel is very unremarkable without other creatures on the battlefield, and I understand that cooperation is a major aspect of green/white's color identity, both philosophically and mechanically, but I fail to see why Lathiel could not have the ability to place +1/+1 counters on themselves (is Lathiel male or female?). For this reason, I am very glad that both Archangel of Thune and Shalai, Voice of Plenty are able to place +1/+1 counters on themselves, which is a major part of the reason for which I use both of them in many of my decks.

What does everyone else say, about this? Why do certain creatures not place +1/+1 counters on themselves? Would they be too powerful, if they did so? I certainly am very interested to hear your thoughts, on this matter.

I am planning to build a green/white EDH deck, with Sigarda, Host of Herons as the general, so I would like to ask for advice on constructing it.

Most decks that have the original Sigarda as the general tend to be either "Voltron" decks (i.e., making the general as powerful as possible) or "enchantress" decks (i.e., focusing on enchantments), so I would like to make my deck slightly different from the typical Sigarda deck; specifically, I plan for the deck to have three major themes: a focus on gaining life, but not quite to the extent of my Liesa, Shroud of Dusk deck; a focus on generating creature tokens, but not to the extent of my Ghired, Conclave Exilefoil deck; and a focus on putting +1/+1 counters on creatures, but not to the extent of my Atraxa, Praetors' Voice deck; in other words, it shall be a "jack of all trades" deck, but with plenty of synergy and overlap between those themes. Sigarda does not directly contribute to any of those themes, but I chose her as the general, because she is very difficult to remove, once she is on the battlefield, and I feel that this type of creative and unusual deckbuilding is good and should be encouraged.

First, for gaining life, I am considering cards that make it easy to do so, such as True Conviction, Dazzling Angel, Archangel of Thune, Trostani, Selesnya's Voice, Sunscorch Regent, Oracle of Nectars, and Lathiel, the Bounteous Dawn, as well as cards that offer payoffs/rewards for gaining life, such as (again) Archangel of Thune, Lathiel, Trelesarra, moon dancer, Blossoming Bogbeast or Trudge Garden.

Second, for generating creature tokens, I am considering Vernal Sovereign, Aura Mutation, Trudge Garden (again), Selesnya Guildmage (possibly), or Scepter of Celebration, and, for cards that reward me for generating tokens, I am considering Juniper Order Ranger, Cathars' Crusade, Dazzling Angel, and Trostani, Selesnya's Voice.

Third, for placing +1/+1 counters on creatures, I am considering Shalai, Voice of Plenty, Archangel of Thune, Juniper Order Ranger, Cathars' Crusade, Sunscorch Regent, Forgotten Ancient (possibly), and (possibly) Vigor, and, for cards that allow me to use those counters as payment for other effects, I am considering Fertilid, Mindless Automaton, (possibly) Ooze Flux.

Notice how many of those cards have synergy and overlap, allowing me to pursue three themes in a single deck, and I also plan to have a number of generically good cards that I use in many of my decks, such as True Conviction, Mirari's Wake, Seedborn Muse, or Sigarda, Font of Blessings, as well as several cards that I have not used in any of my previous decks, thus far, such as Hydra Broodmaster, Pledge of Loyalty, Camaraderie, Commander's Plate, Behemoth Sledge, Shield of the Oversoul, or Veteran Beastrider. I also am considering putting either Valkyrie Harbinger or Kalonian Hydra into this deck, but I do not wish for this deck to be too similar to any of my other decks, so I would prefer to avoid putting those cards into this deck, if I can avoid doing so, and I also am not yet certain about Doubling Season, staff of completion, or Selvala, Explorer Returned, since those cards would be awesome in this deck, but I do not wish to use them in every deck in which they would be a good addition.

What does everyone else say about this? Do you think that this is an interesting idea, and what suggestions can you make, for me? Thank you, very much, and I certainly am awaiting everyone’s responses!

Bookrook, I had already made this deck by the time that Vorinclex, Monstrous Raider was printed, so I could not find a card to remove to make room, for him, and I have Sigarda, Font of Blessings in this deck, because her ability is too valuable to not put her into any deck that contains white and green, and, when I control both her and Shalai, Voice of Plenty, all of my permanents shall have hexproof.

RiotRunner, I agree that Juniper Order Ranger is rather expensive for what he does, but his ability is too useful, since it requires no additional investment after his initial casting cost, and, if you wish, I can explain my reasoning for choosing each planeswalker, in that deck.

If you want a land that has you gain life, I'd do Blossoming Sands instead of Scoured Barrens because you actually have a card (Shalai, Voice of Plenty) that could potentially use it. It's extremely you'd have the two green mana, but it's better than nothing. I also wouldn't run 4 Shadowspears because they're legendary... you can only have one out at a time and since they're artifacts they're more likely to stay on the battlefield than a creature.
