Can I have to target myself if I don't want to?

Just wondering about the following situation: I control a Balefire Liege. My opponent controls a Shalai, Voice of Plenty. If I play a red spell, do I have to deal 3 damage to myself?

It's exactly as you described it. As Liege says neither "may deal damage" or "up to one target", you'll have to target yourself in that situation. It'd obviously be different if you'd be playing and there are still other opponents without hexproof in the game.
