budget simic enchantment edh deck. Limitation is I must keep Card Kingdom listed price for spells at or below $40, and the same for nonbasic lands at or below a total of $5.

This deck is silly and jank. It's a combo deck. It does do the thing though! The thing being - try and set up infinite mana and then convert immediately into a game win.

Commander is Gretchen Titchwillow. Her job is mostly late/end game, but she can be used in the mid game to just get a bit more draw in and land out. Ultimately, she is to be used when the pilot achieves an infinite mana combo, where Gretchen draws the library and wins the game. Infinite mana combos happen when you have a creature that taps to untap a land, you have a land that taps for extra mana, and you have a third piece that allows you to untap the creature that untaps the land for a mana cost. The cost varies depending on which piece you get out, but as long as the land taps for more than the mana cost of the untap the creature ability, you produce infinite mana. The amount of mana produced by a single land required for the combo to work varies from 3 or 5, depending on the piece used. Once you produce infinite mana, you just play the commander, draw until you get goblin cannon, play it and win. If that gets blocked somehow, simic ascendancy to just pile on +1/+1s in any quantity to any of your creatures, kill whoever you can that way, and then use all the counterpsells in the deck to protect that enchantment for a turn, and you win on upkeep. Hydra Broodmaster is a third option, if needed. It can create a full board of million-power attackers & blockers. No haste though, so you need to protect it for a turn.

To defend this combo and sustain itself late enough into the game to set it off, the deck uses a good amount of counterspells, and some decent control spells. A couple of good defensive walls, some card-draw enablement, and protection.
