Okay, I moved Pendant of Prosperity, Memory Plunder, Thada Adel, Acquisitor, and Switcheroo to the Sideboard. Put in Military Intelligence, Nyx Lotus, Everflowing Chalice, Clone Legion. This makes it focus more on creature copying and stealing, with better mana/card draw and less focused on trading creatures, stealing sorcery/instants, and stealing via "damage opponent".
I'm not a big fan of affects that only occur when you go unblocked because it's just a bit inconsistent and it can potentially never end up going off. Although, that could just be indicating a flaw in my decks/playing lol.

Undead unleashed combo upgrade

Hey, nice upgrades on a budget so far for the precon.
Opponent mill strategy is an interesting choice/change from the precon. Opponent mill that's not an infinite combo, but done over many turns can be risky in multiplayer Commander because graveyards are a huge resource for so many decks.
The precon has too high of a mana curve with over 20 cards that are 5 CMC or higher. You haven't really changed this, but you have reduced the number of lands to 34 from 40 in the precon. By reducing the number lands, but not reducing the mana curve you risk not being able to cast spells until much later in a game. You're right to reduce the land count and 34 lands is fine, but the rest of your deck also needs to be reduced especially since you've added Bolas's Citadel.
Upgrading to better high CMC cards which you have done with Rise of the Dark Realms and Bolas's Citadel is good, but you really should consider cutting other high CMC cards from the precon to add these such as Gorex, the Tombshell and Gravespawn Sovereign. Gravespawn is also a reanimation effect, but is worse than Rise. Tombshell can be reduced in mana cost, but that has negative interaction with wanting to reanimate Zombies.
Death Tyrant is an example of a budget high CMC card that's an upgrade for another five drop in the precon such as Eternal Skylord. Tyrant has excellent synergy with decayed Zombies because when they attack and are saced at end of combat then you create a 2/2 Zombie for each one. This interaction is also good with sac outlets such as Carrion Feeder to sac all your attacking Zombies in combat to create that many 2/2 Zombies which can then with Wilhelt, sac them to create 2/2 decayed Zombies and repeat the next turn with Tyrant.
Some budget lower CMC cards to consider adding:
- Pyre of Heroes: repeatable sac/tutor/cheat Zombie onto the battlefield.
- Master of Death: repeatable Zombie to sac since can return itself from your graveyard to your hand at your upkeep for 1 life.
- Necromancer's Stockpile: repeatable discard, excellent with Master of Death and good way to get Zombies into your graveyard for reanimation.
- Siege Zombie: combos with at least two other Zombies + Throne of the God-Pharaoh for lots repeatable opponent life loss.
- Apprentice Necromancer: can be repeatable reanimation source with Gisa and Geralf.
- Lazotep Plating
- Counterspell
- Arcane Denial
Some cards to consider cutting: Gorex, the Tombshell, Switcheroo, Mass Manipulation, Aetherspouts, Eternal Skylord, Eloise, Nephalia Sleuth, Gravespawn Sovereign, Shadow Kin, Vilis, Broker of Blood, Open the Graves.

After looking at the decklist, I have some suggestions:
Cards to take out: Hellkite Punisher costs too much and is only a slightly bigger Shivan Dragon
Lathliss, Dragon Queen could work well in a more dragon-based deck, but it is unlikely to create many tokens in this deck
Liliana's Steward is too underwhelming of an ability to be used effectively. Same with Phyrexian Rager
You already have a lot of bounce spells, so Man-o'-War is not necessary and doesn't serve much else function as a creature
Boros Signet doesn't work in this deck because of commander colour identity
Mishra's Bauble is also a quite underwhelming card and not that useful
Rakdos Locket, Izzet Locket, and Mana Geode have better alternatives, as far as mana cost goes
Switcheroo also has better alternatives, ability and mana-wise
There are a few other cards that could be taken out, but I'm mainly highlighting the ones that should be taken out.
Cards to put in:
More removal like Cast Down and Terminate could replace a couple of bounce cards
Cards like In Bolas's Clutches and Control Magic could be considered if you want to have some more options for stealing creatures
The lockets and geode we took out earlier could be replaced with cards like Izzet Signet and other cheaper rocks
Try adding some more lands, 26 lands is not enough for a Commander deck. It is recommend to have around 35-38 lands, depending on your curve
Other than that, the deck seems fine. This deck has a lot of potential, if done right!

This is one of the most qualitative budget Zedruu deck I ever see. Many cards are good, even excellent. I think Shifting Loyalties are really too expensive, and maybe Switcheroo too.

Wild Research is my favorite card, it just allow you to access to 1/3 of your deck So, whatever your deck is just very effective for a budget deck, I am really impressed

Enjoy seeing the crab get some more love!
Some fun ideas for the deck: Assault Suit and Switcheroo are some ways you can give your opponent crabs ;D
In my experience, card draw is super important in making lackluster tribal decks work, so jamming in as much as you can might help get the crab party going!

Eventually somebody will play a scarier monster than you have. A Clone type card to copy their stuff so you can then make copies of it or a Switcheroo effect to steal then copy. Control Magic , Steal Enchantment , Cultural Exchange (very useful as it can steal shrouded creatures).
Isochron Scepter , Spellbinder , Mirari or Bosium Strip (not all 4 but one or two might be nice)

When you mutate you kinda lose a creature but you get a cool effect. I would look for a reliable source of disposable creatures to mutate. Token creatures maybe. Mimic Vat .
Spells that swap creatures allow you to trade, keep theirs then mutate your old creature because you still own it. Cultural Exchange , Switcheroo .
28 is a very low land count. I never play with less than 33 and then have mana artifacts etc that bring my mana count to 40 ish.
