What you are asking is a little unclear. I will try to answer what I think you are asking. Feel free to clarify if I didn't answer what you were asking.

Scion of Halaster's replacement effect that it grants to commanders applies to the first card you would draw in any turn. This means that when Consecrated Sphinx causes you to draw cards on an opponents turn you will replace the first draw with looking at the top 2 cards, putting one into the graveyard, and drawing the other. The second card you draw from that Consecrated Sphinx trigger and all further draws on that turn will happen normally.

Does Consecrated Sphinx's draw two ability work with Scion of Halaster's "draw a card" ability? If so how does it resolve? Replace the first draw with Scion's triggered ability and draw a second card?

Lands:

Just like what I did with Menacing Aura, it might be wise to stuff some utility into your lands, so you have more options when playing your matches.

Soul of the Harvest, Fertilid, Mulldrifter and Shriekmaw are good budget elementals.
Wolfbriar Elemental is a nice mana sink in the late game.
Consider adding backgrounds like Master Chef or Scion of Halaster.
You are running Joint Exploration. Consider similar cards like Explore or Growth Spiral. They can let your deck gain some early velocity.
If you play multiple elementals with evoke then a card like Village Rites becomes useful because you can cast it in response to the evoke trigger and draw 2. Card like Evolutionary Leap could also be used in response to evoke trigger to draw a fresh elemental
Zendikar's Roil can let you go wide with elementals.
Tatyova, Steward of Tides makes your lands into 3/3/ elementals
Kenrith's Transformation is a great removal spell that replaces itself and can be recurred.
Tezzeret's Gambit draws 2 cards and proliferates.
Nissa, Voice of Zendikar puts counters on each creature for just 3 mana

Cards I would replace:
- cards with kicker and Vine Gecko (they are generally worse cards than regular budget ramp spells like Rampant Growth or Cultivate)
- 6 forests because you have low mana curve (I would cut the land count to something like 36 lands, but you could also swap them for dual lands with basic land types from Kaldheim - Woodland Chasm, Dominaria United - Haunted Mire, Temple cycle - Temple of Malady or bounce lands - Golgari Rot Farm
- Titania, Protector of Argoth because there is only one card -> Harrow that can proc her ability to make elementals
I would also cut some of the elementals that don't have any useful abilties like Jaddi Lifestrider, Healer of the Glade, Glade Watcher, Floodhound, Offalsnout, Smolder Initiate and Slitherwisp.

It's been quite some time since I posted on this thread. I figured I'd start sharing some decks again. This is my Gale, Waterdeep Prodigy + Scion of Halaster list. It is meant to be high powered but not cEDH (I like durdling too much). I am pretty happy with the list and how it's been performing, but I am always open to suggestions. Additionally, I am struggling with the last creature slot between 3 options: Wizards of Thay and Gravebreaker Lamia for obvious reasons, but the new Sheoldred, the Apocalypse is further complicating my decision.

Really like this deck, very different and full of nastiness. I get the importance of inside jokes but I think Skeleton Ship can be replaced with something that might help the theme of your deck, even if you don’t rely on the guy. I think Gale, Waterdeep Prodigy with Scion of Halaster as a background would fit perfect as a Dimir commander piling death and destruction.

Some more thoughts on cards spoiled:

Jodah is really cool. Simply designed, yet enough randomness + power to make it look like a blast to play. He might be the first 5-color commander I actually have the motivation to build.

My Gale, Waterdeep Prodigy + Scion of Halaster deck got a lot of unexpected goodies from this set. Vohar is probably the most interesting

This lord cycle is straight fire. They all seem pretty strong.

Relic of Legends is strong in both nostalgia and power.

I think the return of Rith is lowkey a bigger deal than the return of Sheoldred. She is the big baddie of all the Primeval Dragons. Now that she is back, I would love to see another Primeval Dragon war. Interestingly, the last time in the lore that the Primeval's were causing havoc was during the last Phyrexian invasion. The card is pretty awesome to boot.

Weatherlight Compleated is awesome

Rivaz is realllllllly cool and he/she is making it hard to stay loyal to Lozhan for dragon tribal. I like the subtle nod to Zirilan of the Claw.

Uurg seems great for Gitrog decks.

I haven't been up on the lore since Strixhaven, but based on the spoiled cards, they seem to be getting "rid" of a lot of big name planeswalkers lately. Tamyio in Kamigawa, and now both Jaya and Ajani in this set. I like that they aren't afraid to potentially (or in the case of Jaya, actually) kill off main characters. Everything feels too sunshine and rainbows if there are no major losses.
