No problem dude - i'm a huge fan of Mill so always fun to see all the various brews :)
The Modern ban-list will only show cards that were banned specifically in the set, but won't include cards that were never printed for modern. So, because modern starts from Eighth Edition onwards, it won't mention any cards printed before this time (but none of these will be modern-legal unless they were reprinted at Eighth edition or later). Also any cards that were only printed in sets intended for Legacy, Commander etc are not legal (for example, Riddlekeeper was only printed in 2 commander sets so is not legal in modern - Gatherer Link
It can be a real pain actually, and something that tripped me up for ages when getting into the game. Now whenever i'm searching for cards i'm pretty careful cause i've been stung too many times.

phenax is a really good mill commander, my recommendations would be Riddlekeeper he can disincentives attackers coming at you, Wall of Frost also deters attacks. I have found Sphinx's Tutelage dose a lot of work in my mill deck, and a good finisher I like is Keening Stone if you can build up the mana you can drop it on to the field and knock out an opponent before they know what hit them. Tree of Perdition is a good shout too

To start, I'll work on the manabase. Temple of the False God and Darksteel Ingot should be dropped immediately, with Talisman of Indulgence and Mind Stone as nearly direct upgrades in this specific deck. I would also drop Rogue's Passage, Dismal Backwater, a single Swamp, and Dimir Aqueduct for Darkwater Catacombs, River of Tears, Fetid Pools, and Underground River.
This should smothen your draws and manabase, giving you your colors faster and more efficiently, for a small cost. Other cards I would drop outside the manabase would be Grisly Spectacle, Balustrade Spy, In Bolas's Clutches, Hedonist's Trove, Psychic Strike, Fated Return, Keening Stone, Mindcrank, Trepanation Blade, Riddlekeeper, Dreadwaters, Increasing Confusion, Paranoid Delusions, Psychic Drain, and Traumatize, many of these 15 cards are simply overcosted or only affect one player, and don't do enough.
Cards I would run instead would be Animate Dead, Ink-Eyes, Servant of Oni, Phenax, God of Deception, Mesmeric Orb, Szadek, Lord of Secrets, Counterspell, Brainstorm, Ponder, Stroke of Genius, Prismatic Lens, Jace, Memory Adept, Dreamborn Muse, Thought Scour, Dimir Charm, Whispering Madness

maybe Riddlekeeper to insetivise them to not attack you
it is a little expensive, but it will protect you against mono white, and the U/R

Nice deck man! Badass names always get me.
I, as you did, dwelled many times into the realm of Mill in EDH: I hope to be helpful.
I'd suggest you to remove Throne of the God-Pharaoh, since you want to keep your creatures up for defense, and just tap them to mill with Phenax's effect right before the start of your turn (last opponent's end step). Probably you are more concerned on attacking than I do with my deck, but still.
I'd suggest swapping out Blood Reckoning for Marchesa's Decree, since the second one does exactly the same thing plus making you the Monarch. Other such cards that love combat hate are: Propaganda, Silent Arbiter, Riddlekeeper, Collective Restraint (even though it's pricy).
