To start, I'll work on the manabase. Temple of the False God and Darksteel Ingot should be dropped immediately, with Talisman of Indulgence and Mind Stone as nearly direct upgrades in this specific deck. I would also drop Rogue's Passage, Dismal Backwater, a single Swamp, and Dimir Aqueduct for Darkwater Catacombs, River of Tears, Fetid Pools, and Underground River.
This should smothen your draws and manabase, giving you your colors faster and more efficiently, for a small cost. Other cards I would drop outside the manabase would be Grisly Spectacle, Balustrade Spy, In Bolas's Clutches, Hedonist's Trove, Psychic Strike, Fated Return, Keening Stone, Mindcrank, Trepanation Blade, Riddlekeeper, Dreadwaters, Increasing Confusion, Paranoid Delusions, Psychic Drain, and Traumatize, many of these 15 cards are simply overcosted or only affect one player, and don't do enough.
Cards I would run instead would be Animate Dead, Ink-Eyes, Servant of Oni, Phenax, God of Deception, Mesmeric Orb, Szadek, Lord of Secrets, Counterspell, Brainstorm, Ponder, Stroke of Genius, Prismatic Lens, Jace, Memory Adept, Dreamborn Muse, Thought Scour, Dimir Charm, Whispering Madness

maybe Riddlekeeper to insetivise them to not attack you
it is a little expensive, but it will protect you against mono white, and the U/R

Nice deck man! Badass names always get me.
I, as you did, dwelled many times into the realm of Mill in EDH: I hope to be helpful.
I'd suggest you to remove Throne of the God-Pharaoh, since you want to keep your creatures up for defense, and just tap them to mill with Phenax's effect right before the start of your turn (last opponent's end step). Probably you are more concerned on attacking than I do with my deck, but still.
I'd suggest swapping out Blood Reckoning for Marchesa's Decree, since the second one does exactly the same thing plus making you the Monarch. Other such cards that love combat hate are: Propaganda, Silent Arbiter, Riddlekeeper, Collective Restraint (even though it's pricy).
I'll take into consideration some of your cards for my personal mill deck. Feel free to take a look at mine, so that you can get inspired too!

Riddlekeeper, remove Slither Blade add 2 or 3 more Hedron Crab and 1 more of Startled Awake Flip maybe some Jace's Archivist. If you want your win con to be Wight of Precinct Six that is fine just know he isn't great. Grimoire Thief is fun as well. As for a replacement for Wight of Precinct Six, Jace's Phantasm is good.]

Cool deck. I have also made a Phenax mill deck (I can post decklist if you want) and I thought I would you give you some suggestions.
-Szadek, Lord of Secrets as a great way to close off games (OR paint a giant ass target on your head).
-Laboratory Maniac is a VERY Dangerous card in a mill deck. Someone could steal it from you and win because of your mill.
-Mind Grind is a phenomenal card to play in any mill deck because of the "each opponent" trigger. Could change the game to your favour.
-Riddlekeeper makes people scared to attack you.
-Reanimator abilities are great in mill decks. I suggest something like Rise of the Dark Realms.
Have fun brewing!! +1 from me

Whoops, saw that you have Norn's Annex.
Here's a couple more:
