"This problem" being the 20 Black Lotus, 20 Plague Rats deck problem. It's possible your friend new this as a house rule from his group of finds that came up with a different answer than wizards "new" deck construction rule. My understanding is most groups had settled on the 4 of rule, but it wouldn't be surprising if other groups found your friend's rule as a good answer.

Cheers ItsDreamyWeather I found Pestilence Rats a few months ago and in my deck I've shoed them because they are so damn good haha. Plague Rats on the other hand just doesn't work in this deck because it's not doing anything with the other rats like discarding, or counting up all the rats you have. Also Both cards are common, Thank you though for mentioning Plague Rats I'm always looking out for new rats to test in this deck. I better update the list and description box now.

When Magic was first released, the 4-of rule didn't exist because Richard Garfield didn't think that many people would buy that many packs. I believe, back in the day, the deck to play was like 20 Black Lotus and 40 Lightning Bolts or something like that (when it was only alpha of course). That's why cards like Plague Rats don't have the text of Relentless Rats.

So from what I can gather, this is a rat tribal beatdown deck. If that's what you're going for, then here's what I'd do:

CUTS

Gnat Miser

I....just...what? mana symbol b for a 1/1 that reduces handsize? I fail to see how that helps you beat face. The only reason Typhoid Rats is ok for this kind of deck is because of the deathtouch. It's either take 1, or loose a creature. You're not trying to stall the game out. You're not trying to control them. You don't care about them discarding. These are the only scenarios I foresee this card being remotely retentive in, and even then not really. This rat deserves to be poisoned.

Pestilence Rats and Plague Rats

I put these two together because they do something similar: power equal to the number of rats on the field. While I would be fine with the playset of Pestilence Rats, Plague Rats olny counts other Plague Rats for it's effect, and for that reason, I dislike it. It's too reliant on other cares you may draw.

Typhoid Rats

It's a fine card, but there's just better stuff you could run. cut them.

Dark Ritual

It accelerates you, but i dunno. I'd take it out, but that's your call. 50/50 on this one. I'm just not a fan of ritual cards unless they're specifically what the deck is trying to do coughSTORMcough

Coercion

First off, 2 mana discard spell. Second off, how do you plan to benefit off that discard. Third off, I'd rather use Duress or Thoughtseize

Diabolic Tutor

I have a better tutor for you that can replace this. That or just run Demonic Tutor

ADDS

Ogre Slumlord

Because deathtouch is fair, and if they kill a rat, HAVE NO FEAR! MORE RATS ARE HERE!

Ratcatcher

Tutor for a rat every upkeep? seems fair.

Swarmyard

A land that regenerates all your creatures for free? seems good.

Go for the Throat

More removal. use this to replace any discard effects you have. Doom Blade and Victim of Night also works.

Relentless Rats

This is the core of your deck. Just run as many of these as you can.

Not quite sure if he's what you want, but he's a cool rat...soooo....

Plague Rats > Pack Rat. Go back to the real daddy rat.

Also Relentless Rats for the win.
