Okay. Apologies, this comment is going to be even longer than the last one.

Your entire Recursion folder is not great. Cauldron of Souls is good, but the rest seem very weak. How much removal is there in your meta?

Borborygmos has a nice effect but is also 7 mana.

Death's Presence is fine, but once again, pretty mana-costly. There are better payoffs for that cost.

Oona's Blackguard is not super good. It forces discards, yeah, but not enough. This deck has too few creatures to really make use of it.

Panharmonicon is a confusing inclusion. You have EIGHT creatures with ETB effects. Eight. That is not enough to justify panharmonicon.

Rage Forger's only use outside a deck that's going wide (which yours is not) is as planeswalker removal. And even then, it'll probably take two attack steps.

Solidarity of Heroes is suboptimal. How many creatures do you usually hit with it? Let's assume four if it's cast late-game as your only spell of the turn. It doubles for things' counters, which is probably... 12, total?? Not great.

Lifeblood Hydra is BAD. To understand why, I'll walk you up the curve. At 4 mana, it's a 1/1 that gives you 1 card and 1 life. At 5 mana it's a 2/2 that gives you 2 cards and 2 life. At 6 mana it's a 3/3 that gives you 3 cards and 3 life. The first time I see this being worth the casting cost is at NINE MANA, and by the time you have nine mana, there are better things to cast.

Why are you running Vraska, Golgari Queen? You don't have very many aristocrat synergies, I don't see where sacrificing creatures at sorcery speed would ever help.

World at War isn't that great here. I mean it's good, but not as good as a lot of other things you could play at 5 mana.

Violent Ultimatum is hilariously bad for its mana cost. Its variable use is nice, but SEVEN MANA to destroy 3 permanents? Pass.

Undercity Plague really doesn't do a lot. It's great against one opponent but it doesn't have a lot of impact on the board as a whole.

Triskelion and Walking Ballista are all pretty lame if they're not being used as combo pieces. Triskelion is much worse than Ballista.

Balefire Dragon is good, but it doesn't synergize with the rest of your deck at all.

Oh yeah, and your deck has 109 cards in it, if I read correctly.

Forgot to add, there's quite a few Dimir unblockables/fear that are great candidates for all the Dimir cipher cards. Pop a Stolen Identity/Undercity Plague on Dimir Infiltrator and copy the hell out of Doom Whisperer while your opponent loses their hand and creatures, or a Whispering Madness on the Infiltrator while Notion Thief is out, everyone will hate you.

Your main creature cipher focus is really on Invisible Stalker. Everything else seems like aggressive Fodder.

That being said, Mental Vapors and Undercity Plague ultimately seem a bit high cost for their effects. vapors could easily be replaced with Raven's Crime. And for Plague, I would suggest just throw in another Shadow Slice, and go to town with those on the stalkers.

Looking at your mana curve, (pretty sexy, btw) you may want to consider perhaps adding in a slightly heavier blue mana base. I love your approach here, whether it be intentional or accidental. The first 4 turns are almost guaranteed to be low cost blue spells and you need to make your board presence as soon as possible. To do that, you need to guarantee you're gonna pull blue over black at the start of every game. Just tip the scales to 11x island and 7x Swamp. Then the black mana will be available right when you need it.

If the group you play in does partial mulligans I would drop 2 lands. If not stay at 38 Reito Lantern this card is just not good enough with most of the deck. It's really good with Tunnel Vision. I think Jagged Poppet can get cut. He has no evasive ways to him so he will get blocked. You've got some pretty good removal I think Shatter can get cut. Cabal Ritual and Dark Ritual are one time effects of ramp therea much better rituals then those. Undercity Plague isnt that good, if that card didn't give them the choice of anything it would be better. That's all I got for now.

There is a chance of a mill or exile variant that can work with this deck or using lazav. I wish cipher cards were useful

as for theft theme Lord of the Void could work

Twilight Prophet, Undercity Plague, and Cavern Harpy will definitely work in this deck

I always thought that Cipher was an interesting mechanic, due to it's similarities with Imprint. It was just underpowered. And in the wrong colours.

Battalion by comparison was actually kinda busted. The effects you got off of triggering it (and you're going to trigger it) were usually really beneficial, like Frontline Medic, Firemane Avenger or Legion Loyalist.

Compare these to the three rare instances of Cipher in the same set- Stolen Identity, Undercity Plague and Whispering Madness. It's obvious they had no idea how to design a Dimir card, they just stapled random abilities on the cards. Whispering Madness is really good, I'll admit, but I've never used the Cipher part of it, and I've never seen anyone else use it either.

Not forgetting to mention that the Boros cards above are quite clearly aggressively costed, whilst the Dimir ones... Ugh.

If you have a lot of unblockable, you should add cards with Cipher in them such as Shadow Slice, Hands of Binding or Undercity Plague. The cipher ability goes onto an unblockable creature and then you can always get an additional effect out of attacking. All of the cards that have cipher on them are U/B so check them out!
