As a fan of Tolarian Community College and the Professor when I first got into Commander the first deck I built was a more budget friendly version of his Sygg, River Guide "Tap Matters" deck.

Note: While "budget" compared to the original list, this deck is still not cheap. If you really want more budget just cut out Empress Galina and Riptide Laboratory.
