I'd recommend cutting: - Hard Evidence - Hordeling Outburst - Stolen by the Fae - Octavia, Living Thesis - Niv-Mizzet, Parun - Izzet Chronarch - Izzet Chemister - Spellburst - Occult Epiphany - Prismatic Lens - Rogue's Passage

First things first, the deck name is gold.

Next I have some cards you might want to consider:

Treasonous Ogre helps you not to die within the Hidetsugu combo kill you have in here. Also, it's great ramp.

Neheb, the Eternal helps you in actually casting the spells you exiled in a big turn.

When considering cuts, be sure to take a close look at Apex of Power. I have it in Cecily, Haunted Mage, as she allows me to cast it from hand for free. As aqesome as it seems in impulse decks such as Florian or Prosper, it's actually kind of terrible in those. You want to cast it from your hand. It's really bad when you cast it from exile, because that means you don't get the extra mana.

What's more, Dream Devourer would be pretty powerful with Prosper, Nalfeshnee and similar cards.

Few things to look at:
-Thermo-Alchemist is worth dropping, doesn't actually benefit from Veyran. Consider adding Kessig Flamebreather in its place.
-You have a lot of effects that double spells (Dualcaster Mage, Naru Meha, Master Wizard, Rootha, Mercurial Artist). It is worth considering that copying a spell is not technically casting it so you don't benefit from effects like Guttersnipe off a copied spell.
-Archmage Emeritus. Enough said.
-Lier, Disciple of the Drowned is pretty solid
-You have a lot of expensive/delve spells that might end up being slower or more damaging than expected. Exiling your spells from the yard invalidates cards like Past in Flames and Crackling Drake, which is counterintuitive. Cards like Apex of Power, Clone Legion, and Spelltwine are fun, but better served in a Mizzix of the Izmagnus deck (another card worth considering!)
-Theres a lot of solid enchantments/artifacts that benefit from Veyran. Metallurgic Summonings, Aetherflux Reservoir, Aria of Flame, Sorcerer Class, etc.

Seasons Past would've been my suggestion, as well. Jodah seems a fine commander.

You could go for a BIG MANA SORCERY theme with some of the Ultimatums that don't exile themselves on resolution, Apex of Power and Double Vision. Maelstrom Nexus and Maelstrom Archangel would be pretty busted in there, as well. Eerie Ultimatum would be especiall especially nasty when combined with Fraying Omnipotence

Solve the Equation is indeed awesome for that, but Diabolic Tutor, Dark Petition, Mastermind's Acquisition and especially Final Parting are powerful tutors that don't cost much.

To answer the general question- When an ability allows you to cast a spell, but doesn't specify a duration for when you may, it must be cast immediately. Cunning Rhetoric allows you to cast cards as long as they stay exiled, Apex of Power allows you to cast the same turn the cards were exiled, Isochron Scepter must be cast during the abilities' resolution.

To answer the very specifics of Garth- Copies of cards are created in the zone the original card was in. Since Garth creates a copy of a spell from outside the game, the copy is created outside the game. The copy doesn't exist in the game until it is cast.

707.12. An effect that instructs a player to cast a copy of an object (and not just copy a spell) follows the rules for casting spells, except that the copy is created in the same zone the object is in and then cast while another spell or ability is resolving. Casting a copy of an object follows steps 601.2a–h of rule 601, “Casting Spells,” and then the copy becomes cast. Once cast, the copy is a spell on the stack, and just like any other spell it can resolve or be countered.

704.5e If a copy of a spell is in a zone other than the stack, it ceases to exist. If a copy of a card is in any zone other than the stack or the battlefield, it ceases to exist.

707.13. One card (Garth One-Eye) instructs a player to create a copy of a card defined by name rather than by indicating an object to be copied. To do so, the player uses the Oracle card reference to determine the characteristics of the copy and creates the copy outside of the game.
