This is a very, very intriguing start of a decklist!!!! I was just looking at another deck that had the enchantment Skybind - I think it would be fascinating to do a black/white deck combining some of these very powerful ETB effects with the flicker effect of that card, multiplied by Panharmonicon!!!!

Just some random black, white, or black/white cards I think might have good ETB effects for this concept:

I'd make a list of all the cheap enchantments I think might work for this too, but I see I am already going overboard.

Once you get your opponent's hand empty, they're probably going to be drawing and playing one cards a turn, so there's no actual discard for Liliana's Caress. Caress wants your opponent to be discarding a lot, which means your opponent needs to refill their hand once in a while. Since this deck looks like it's trying to get the opponents hand empty, rather than constantly discarding, The Rack or Shrieking Affliction would probably be more reliable. If you want to build around Caress, cards like Dark Deal or Baleful Mastery might help here.

Acquisitions Expert is slightly better than Corrupt Court Official, if you want to keep the creature base the same.

Depending on budget, Liliana of the Veil is more reliable discard than Dreamstealer here, and the Orcish Bowmasters in the maybeboard are a good deterrent for, hmm, pretty much everything. Still $60+ each, though.

Wilhelt, the Rotcleaver's token creation isn't a spell, it's an ability, and isn't affected by Roiling Vortex. Broadly speaking, a spell is anything represented by a card you play from your hand, that isn't a land. (There are exceptions, but this will cover most of the interactions you're likely to see.)

So, lands are never spells.

If it's coming from something already in play, it's an ability, not a spell.

A Duress you cast from your hand is a spell.

When you cast Corrupt Court Official, it's a spell until it resolves, then it becomes a permanent. This is important for cards like Essence Scatter; a creature spell is not the same thing as a creature.

The simplified sequence of events is

  • Declare that you're casting Corrupt Court Official.

  • Pay .

  • Play CCO. (This is where it's a spell.)

  • Nobody does anything, CCO resolves and enters the battlefield. (It's no longer a spell.)

  • CCO's ability triggers, and you choose who will discard. (This is not a spell, it's an ability.)

  • Nobody does anything, CCO's ability resolves, and someone discards a card.

Yeah, that's the simple version.

Roiling Vortex will affect cards like Memnite, which has a casting cost of mana; Fireblast if Mountains were sacrificed, since no mana was paid; or Walking Skyscraper if you control eight modified creatures, since its cost is reduced to .

The most technical definition is covered in 112.1 of the Comprehensive Rules:

  • A spell is a card on the stack. As the first step of being cast (see rule 601, “Casting Spells”), the card becomes a spell and is moved to the top of the stack from the zone it was in, which is usually its owner’s hand. (See rule 405, “Stack.”) A spell remains on the stack as a spell until it resolves (see rule 608, “Resolving Spells and Abilities”), is countered (see rule 701.5), or otherwise leaves the stack. For more information, see section 6, “Spells, Abilities, and Effects.”

Hey there!

Rogue's Passage is a good, cheap staple for decks looking to win via commander damage.

Kaya's Ghostform is awesome for providing basically an extra life to dodge removal.

I'd look at replacing some single-use, low impact discard like Mind Rot with some better stuff that affects multiple opponents like Syphon Mind.

Burglar Rat is a straight upgrade to Corrupt Court Official.

Tergrid, God of Fright  Flip is on the expensive side for the budget, but so, so good. Similarly, The Haunt of Hightower would be really good as a "backup commander".

Heartless Pillage can be replaced with Unnerve

Ill-Gotten Gains might be a good card to help pump your commander's power quickly.

Aysen Bureaucrats was turned into an advisor. It could be an interesting card for you, especially with all your untap shenanigans.

Celestial Regulator is also one of the better advisors to be printed at common. You don't have much to add counters, though.

If you wanted to dip into black, Corrupt Court Official is also super nice and would also incentivize adding Nightscape Familiar.

Bennie Bracks: decent card advantage with all these Treasures popping up, esp. in boros

Tenuous Truce: would "upkeep" have been too much? they can attack you right away and you're down one card

Slip out the Back: neat versatility, especially good for voltorn

Titan of Industry: missed opportunity to make an actual Giant tycoon with an ETB+attack trigger

Goldhound: don't sac the doggo >:(

Corrupt Court Official: hah, that's one reprint I don't think anyone was expecting by now

Giada: there's sadly not a whole lot of mono-white Angel cards that help you get more Angels, mostly Resplendent Angel, Valkyrie Harbinger, and especially noteably Herald of War

bwanabeast5 painful quandry!! I need that so bad, thank you! I’ll have to see where I can make cuts for the other two, I just ordered a Corrupt Court Official and a Whispersilk Cloak I’m taking out Bontu's Monument and Liliana Vess out for them. I could probably lose Wight of Precinct Six for one of them. My goal was to keep my CMCs really low so I could race everything out before I got hated off the table.

I play my Shirei, Shizo's Caretaker deck with a lot of forced opponent discard effects, such Burglar Rat and Corrupt Court Official with ways to cause damage and gain advantage with enchantments like Waste Not and Megrim . I also like Tree of Perdition for that instant knock down to 13 life.
