He Who Hungers budget spirit/Kamigawa list, eschewing a couple of the stronger and more expensive ramp cards and Sword of Light and Shadow in favor of a few cheaper/more entertaining options.

Aims to keep a consistent presence while denying resources and stopping combat, picking apart blue and white mages with an absurd amount of hand destruction. Aims to win through grind, reanimation, or simply burning them out.
