Buffing up creatures? Sounds like a great game plan. Most +1/+1 counter decks use Winding Constrictor and are thus Golgari/Abzan, but I think a Selesnya deck could still be competitive. Here's a few suggestions:
-Dromoka's Command: It's a card that has multiple uses, fits the colors and the scheme, and provides enchantment removal.
-Lead by Example: An instant which can be used to buff up creatures for both surprise attacks/blocks and in response to direct damage (people will try to remove your centerpieces, so this card is handy)
-Inspiring Call: An instant that provides both protection and card draw. What's not to like?
-Citadel Siege + Durable Handicraft: Both of these enchantments provide more opportunities to put +1/+1 counters on your creatures.
-Ainok Bond-Kin + Cenn's Tactician: These creatures provide LOTS of benefit for having creatures with counters on them.
In addition, when working with +1/+1 counters (I normally use Abzan colors, but still) I like to use Anafenza, Kin-Tree Spirit, Dragonscale General, Elite Scaleguard, Scute Mob, and Tuskguard Captain. Honored Hierarch is also good at getting mana ramp into bigger and bigger plays.

Instead of Bloodsworn Steward, consider Anger, Cyclops of Eternal Fury, Samut, Voice of Dissent, or Urabrask the Hidden. This would give all of your creatures haste instead of just your commander. The +2/+2 is nice but it only effects your commander.
I think that the Zhur-Taa Druid and the Honored Hierarch are pretty weak in this deck. The Honored Hierarch can't tap for mana until after it has dealt damage to a player. The Zhur-Taa Druid only taps for green and pings everyone at the table, which isn't much damage but it does paint a target on your forehead faster. What about a Birds of Paradise, Drover of the Mighty, or even better Wood Elves.Note that the Wood Elves does not have the word 'basic' on it.
The only other card I don't think is that good is the Fiery Justice. What about Vizier of the Menagerie, Skyshroud Claim, Blasphemous Act, Decimate, Lifecrafter's Bestiary, Elemental Bond, Sun Titan, Rishkar's Expertise, or Temur Sabertooth?

this is the deck I need help with.I just wanna make it better. It was loosely based on managorger hydra back in Origins.

36 lands is as low as I'd want to go here. So if I were going to cut 5 cards, they might include the following.
Sandsteppe Mastodon - Very powerful, but as a one time ability on a high costing card I'm not a fan.
Dromoka Captain - I feel like this will take too many attacks before it starts generating real value, and on its first attack is so easy to block and kill.
Not Forgotten - Pretty narrow at sorcery speed.
There are some other cards I'd consider making swaps for too, but I think these are less important than upping our lands first. But some choices:
Naga Vitalist/Druid of the Cowl/Honored Hierarch - These could be Rampant Growth, Kodama's Reach, or Cultivate. Things that put lands into play are usually better in Commander, since board wipes are so common. The Rishkar, Peema Renegade mentioned earlier would be the only creature I would really consider here, but thats just me.
Celestial Flare/Swift Reckoning - Looking at removal, Blessed Alliance has a little more flexibility. Beast Within is a little costly, but its one of the best things green can run since it hits everything. Sylvan Reclamation fixes land, or gets rid of two problem artifacts or enchantments, very useful! Ainok Survivalist is another possible option, again b/c you don't have many things to deal with artifacts or enchantments. Caustic Caterpillar is worth a look too.
If you already have the cards in your list, then try them out before swapping over this is all just general thoughts since I haven't played the deck. Adding those lands is really my #1 desire.

No problem, I think it's looking pretty good. Maybe try a few Lead the Stampedes until whenever you can get those Companies?
Last, remove 3 or 4 other creatures; either cut some Cenn's Tacticians (he isn't human, so he'll be missing enters-the-battlefield triggers), and maybe a Honored Hierarch or two (you probably won't need turn-3-ramp very often). Then add 2 to 4 Lead the Stampedes & also Nissa, if you want her (she'll do good here).
Elspeth S.C. probably isn't needed. She's good but she's slow. She makes swarms. You'll already have a swarm by the time you cast her.

You may want to add more Birds: a lot of your creatures cost a lot of mana, and modern is quite a fast format. If you're willing to invest more, Honored Hierarch is also a very good creature.
I'm not quite sure what your 1-of Dictate really does for you. You get to draw cards, but UG has a lot of other good card draw and card advantage spells without helping your opponent as well. Chasm Skulker is another card that seems a tad bit underwhelming, because it takes several turns for it to be big, and Path really ruins your day.
